On March 18th, terrorists took hostages at the Bardo Museum in Tunisia’s capital city of Tunis. When the dust settled, 22 innocent people had been murdered, mostly foreign tourists (20) but also Tunisian nationals (2).
Tunisia is to date the lone success story of the “Arab Spring”. This distinction, while undoubtedly a positive, makes Tunisia a target for extremist groups who are ideologically opposed to moderization, democracy, and human rights (“Western values”). It was not, therefore, a question of if extremists would try to scare the democracy out of Tunisia, but when and how.
That question was partially answered on March 18th, and unfortunately there are no guarantees that extremists groups will not attack again. Tunisia’s security forces must remain vigilant, and should receive substantial support from the international community. Seeing Tunisia succeed as a stable, functioning democracy is not only in the interest of Tunisians, but also the disenfranchised throughout the region and the world.
World leaders joined tens of thousands of Tunisians on Sunday to march in solidarity against Islamist militants, a day after security forces killed members of a group blamed for a deadly museum attack.
“We have shown we are a democratic people, Tunisians are moderate, and there is no room for terrorists here,” said one of the demonstrators, Kamel Saad. “Today everyone is with us.”
“The Tunisian people will not bow,” President Beji Caid Essebsi said in a speech after the march. “We will stay united against terrorism until we wipe out this phenomenon.”
Tunisia’s leaders have passed every test of their commitment to democracy. They have transferred power peacefully and enshrined their dedication to liberal and pluralistic democracy in a new constitution. I am confident that the international community, understanding both the ethical and symbolic implications of Tunisia’s democratic success, will provide assistance as necessary.
But in the wake of these terrorist attacks, a new test to democratic values has emerged–preserving the rights of the accused:
Tunisian security forces have arrested 23 more suspected Islamist militants as part of a crackdown after last month’s Bardo museum attack in which two gunmen killed 21 foreign tourists, the interior ministry said on Friday.
The attackers gunned down foreign tourists visiting the national museum in Tunis, in one of the worst attacks in the country, which has mostly avoided violence since its 2011 uprising against autocrat Zine El-Abidine Ben Ali.
The interior ministry said in a statement that the 23 new suspects belonged to two terrorist cells. It said that so far 46 suspects have been arrested since the Bardo massacre.
“Members of these terrorist cells will be charged of being accomplices in the terrorist incident (Bardo attack) through providing weapons and logistics help,” the statement said.
I do not pretend to know the evidence against those arrested as accomplices–it is possible that all of the 46 suspects indeed are guilty of being accomplices to this heinous attack. But it is imperative that due legal processes are followed, and that trials are conducted in an open and transparent way.
People are angry, and rightfully so, but convicting people to placate public anger would be a misstep for Tunisia’s budding democracy. Tunisia’s government should resist urges to try all the defendants jointly (except when a joint trial is objectively prudent), and let the facts of the case determine the outcome.
Effective democratic governance is not only about majority rule, it is also about pluralism, personal rights, judicial transparency, due process and rule of law. Tunisia must show peaceful Muslim’s that there is a place for them in Tunisian society, that they won’t be unjustly punished because of their beliefs. Failure to do so would be counter-productive, pushing Muslims into extremists arms, resulting in greater future instability.
Tunisia’s leaders must stand behind democratic principles; the world–both those rooting for against Tunisian democracy–is watching. While Tunisia’s leaders have given us no reason to think they won’t rise to the challenge, the emotional nature of this situation raises some concerns. Enlisting help from UNDP Tunisia might not be a bad idea.
The Tunisian people, who have been unwavering democratic watchdogs throughout the Arab Spring, must remember the big picture and demand their government ensures fair trials for the accused.
During the recent APEC summit, President’s Obama and Xi Jinping announced what could be a landmark environmental agreement. The U.S. pledged to reduce carbon emissions by 26 percent to 28 percent from 2005 levels by 2025. China pledged to reach peak emissions by 2030, while increasing its renewable energy consumption to 20% of total consumption (China currently gets about 10% of its energy from zero emission sources).
This announcement has been received well by the international community. With the two largest GHG emitters on board (in gross emissions, the map above shows per-capita emissions), many believe this announcement could galvanize support for a legally enforceable climate treaty, to be finalized during the 2015 UN Climate Change Conference in Paris.
Another potential area of cooperation, which has received far less attention but is nonetheless significant, were discussions between the U.S. and China regarding clean energy investment in Africa (original article):
The United States is considering partnering with China on improving electricity in Africa and the proposal could be part of bilateral discussions when President Barack Obama visits Beijing next week, two sources involved told Reuters.
The 48 countries of sub-Saharan Africa, with a combined population of 800 million, produce roughly the same amount of power as Spain, a country of just 46 million.
The shortage imposes a massive burden on economies in the continent, constraining growth and leading to hundreds of millions of people remaining mired in poverty.
China’s policies in Africa have also been described by some African leaders as “neo-colonial” – lending money to impoverished states to secure natural resources and support state-owned Chinese construction companies.
U.S. Secretary of State John Kerry hinted this week that discussions during the APEC conference to conclude a Trans-Pacific Partnership (TPP) would involve energy agreements in other parts of the world.
“The TPP is not only a trade agreement but also a strategic opportunity for the United States and other Pacific nations to come together, to bind together,” Kerry said in a speech in Washington on Tuesday.
“Second, powering a clean energy revolution will help us address climate change while simultaneously jump-starting economies around the world,” Kerry added.
According to the International Energy Agency, 2/3 of known fossil fuel reserves must stay in the ground in order to reach global emissions targets. This will require both ambitious climate agreements from large emitters such as the U.S. and China, as well as aggressive investments in clean energy in countries that do not currently emit as much.
Natural Resource Revenues, Accountability, and Development:
The Post-2015 Development Agenda, while appreciating the role of official development aid (ODA) in financing development initiatives, also recognizes the limits of relying on such a volatile source of funding. In order to reliably secure the finances needed for sustainable human development, developing countries will need to mobilize natural resource revenues in a responsible way.
This is admittedly tall order. Historically, the “natural resource curse” has led natural resource revenues to be extracted by corruption rulers, cementing the rule of regressive, extractive regimes. Nigeria’s Sovereign Wealth Fund,while imperfect, provides a model for bringing transparency and accountability to natural resource revenue management.
Neocolonialism and corruption will not lead to development. When it comes to investing in Africa, the “return on investment” is in creating stable, resilient allies, who can positively contribute to global security and become new markets for trade; it is a long-game, not a short-game.
Lots of people have their hands out to grab resource “rents”. Therefore, a strong network of accountability is required if natural resource revenues are ever to benefit a countries poor / marginalized. This network includes social accountability (individuals, civil society organizations, and NGOs); corporate accountability (businesses operating in developing countries); and good governance at all levels (local, national, and international).

The Extraterritorial Responsibilities of Global Leadership:
U.S. President Barack Obama said on Monday a successful China was in the interests of the United States and the world but Beijing had to be a partner in underwriting international order, and not undermine it.
“Our message is that we want to see China successful,” Obama told a news conference. “But, as they grow, we want them to be a partner in underwriting the international order, not undermining it.”
He urged China to move “definitively” to a more market-based exchange rate and to stand up for human rights and freedom of the press.
At the risk of sounding cliche (or like a Spiderman move), with great power comes great responsibility. If China wants to be recognized as a global leader, it must show the world it is capable of fulfilling the obligations associated with such a role.
The Egyptian government sharply raised fuel prices early on Saturday, apparently signaling the resolve of the country’s new president, Abdel Fattah el-Sisi, to forge ahead with a series of austerity measures despite official concerns about a public backlash.
Fuel, bread and other goods are heavily subsidized in Egypt, where nearly 50 percent of the population lives under or near the poverty line. As Egypt has weathered years of economic crisis since the 2011 uprising against President Hosni Mubarak, talk of overhauling the subsidy program, which eats up more than a quarter of the state budget, has taken on added urgency.
The government, which has embarked on a wide-ranging crackdown on its opponents, has also banned unauthorized demonstrations, raising the costs of any public unrest.
General consumption subsidies are intrinsically regressive; they benefit most those who consume the most, who are naturally the wealthiest. IMF demands that Morsi institute unpopular austerity measures in return for development aid was one the primary factors leading to public outrage against his rule. Sisi has been able to avoid the issue to this point thanks almost $20 billion in loans from Gulf Allies.
Egypt does need to reform its fuel subsidies, which are fiscally unsustainable. However, it must be done in a way that is sensitive to those in poverty–nearly 50% of the population according to the Reuter’s article. The government can satisfy both these demands by changing the general subsidy to a pro-poor social program, ensuring people are not left without basic necessities as the government puts itself on a more sustainable fiscal path. Sustainability is more than a budgetary number; society’s most vulnerable must have their basic needs met. If they do not, the ensuing insecurity threaten’s any “sustainable” gains made (which may be exactly what Sisi wants, as insecurity creates the demand for his militaristic style of governance).
Further clouding the issue is Egypt’s nontransparent military budget, which was enshrined in it’s new constitutions. How can Egyptian’s make informed decisions about government expenditures when they do not have access to basic budgetary information? How can the people voice their discontent, given draconian restrictions on protests? The answer is, simply, they cannot.
Democratic governance goes beyond free and fair elections (which, by no stretch of the imagination, did Egypt have). Rule of law (including judicial independence), budgetary transparency, freedom of association and protest, access to information and media independence are all crucial democratic institutions missing from Sisi’s government.
I have been a very outspoken critic of President Sisi’s brand of authoritarian governance. He has maintained since he overthrew President Morsi and assumed power that he was fulfilling “the will of the people”; that he has Egyptian’s best interests at heart, that a strong-handed rule is needed to provide the security needed for growth and development. The extent to which Sisi, a career military man turned politician, has manufactured this threat to justify an unaccountable military-industrial complex is open to debate–I would say this is exactly what he has done.
These austerity measures mark the first real governance test for President Sisi. This is a problem he cannot blame on “terrorists”, and one to which there is no military solution. Does Sisi truly care about the Egyptian people, or will he let the poor go without basic needs while the military enjoys carte blanche?
After a brief snafu over Iran’s presence, the Geneva 2 peace talks are set to get underway tomorrow (1/22). While it is difficult to be excited about the possibility of meaningful change coming out of this conference, the fatalism surrounding the talks is downright counter-productive:
It has been 18 months since a previous international peace conference in Geneva ended in failure, and all other diplomatic initiatives have also proven fruitless.
“At best, Geneva 2 will reconfirm agreements made during the first Geneva conference, call for ceasefires, maybe prisoners swap and so on,” said one Western diplomat.
“At the same time, those taking part in the talks are de facto giving legitimization to Damascus. They are talking to Assad’s government on the other side of the table.
“And so the show would go on while Assad stays in power.”
But Shashank Joshi, a research fellow at the Royal United Services Institute in London, sets a lower bar for success. “We should think of this as a kind of ‘getting to know you,’ as a kind of sounding out the parameters of the possible here,” Joshi says, “what can be accomplished in terms of limited humanitarian access, for example.”

Normative Narratives is a place to discuss what we think “should happen”–there is no room for cynicism or fatalism here. Having both sides at the table (the SNC and the Assad regime), Geneva 2 presents an opportunity to set the stage for meaningful change in Syria. Meaningful change, of course, requires concessions from both sides. In the context of a civil war, agreements needs to be externally verifiable and include repercussion for reneging on said agreements. Here is how that change could play out:
1) Bashar Al-Assad commits to having open elections on schedule (May 2014, or if that date is not possible as soon as the U.N. deems such elections feasible), allowing for international peacekeepers and elections committees to oversee the vote. Any interested party could run in these elections; the precondition stated by S.o.S John Kerry, that only parties agreed upon by both the regime and the opposition may run, would restrict the field of candidates to non-existent. Let the Syrian people decide what they want, and ensure their voices are heard.
2) In return for a commitment to Presidential elections, the Syrian National Coalition (SNC) and Bashar Al-Assad agree to a nationwide cease-fire. There are potential problems with this solution; Will both sides honor the deal? Can the SNC retain any legitimacy with the opposition if it agrees to such a deal?
While these concerns are legitimate, they continue a fatal theme that has (in part) allowed the Syrian Civil War to persist. This theme is the marginalization of the vast majority of Syrians (who want a ceasefire and elections), while placing the greatest emphasis on the desires of the most violent parties of the war. By agreeing to a ceasefire, it will become clear which factions of the opposition are committed to a democratic Syrian state, and which factions only wish to seize power / setup an Islamic state.
Assad has reason to agree to a ceasefire as well, even if he is not at risk of losing the war. With a third of the population displaced, and an estimated loss of 35 years of development gains, Assad has a long way to go if he has any hope of becoming the legitimate democratically elected leader of Syria.
3) Assad has used the narrative of “fight terrorists” to justify his brutal crackdown on the opposition. A ceasefire would force Assad to put his money where his mouth is. It can be assumed that ISIS (Islamic State of Iraq and the Levant) would not honor the ceasefire. Let those factions continue to pose a security threat, and force Assad to fight them (instead of sitting back and laughing at rebel in-fighting). This would also put to rest the claim that Assad is actually backing ISIS to undermine his legitimate opposition:
U.S. Secretary of State John Kerry accused the Syrian president of trying to hijack the agenda. “Nobody is going to be fooled” by Assad’s attempts to portray himself as the protector of Syria against extremists, Kerry said, “when he, himself, has been funding those extremists.”
It is a charge that the rebels have been leveling for months, that the Assad regime covertly backs the al-Qaida-linked Islamic State of Iraq and Syria (ISIS) as a tactic to undermine any legitimate opposition.
“All of us know that the regime does not attack places held by ISIS,” says a Western diplomat. “There is an alliance of convenience between the two. It makes clear to the world where the defense against extremists lies.”
ISIS would also have to be countered from the Iraqi side in order to push this group to the margins.
4) A cease-fire would compromise the SNCs ability to take up arms again, by alienating the group from many of the opposition fighters on the ground. If Assad reneged on either the cease-fire or holding transparent elections, the SNC would be stuck between a rock and a hard place. It is therefore imperative that this deal is backed up by a commitment by the UNSC (including Russia and China) and NATO forces to intervene in the instance of meaningful deviations from this road-map to democracy.
Without such a commitment, the cost of reneging for Assad would be non-existent, while (as mentioned above) it would be disastrous for the SNC. Furthermore, a U.N. peacekeeping mission would need to be setup immediately to ensure Assad does not punish those opposed to him once they lay down their arms, while also establishing an environment conducive to transparent elections.

Lots of commitments between parties who do not like or trust each are needed in order to make this plan a reality. However, in the context of a “hurting stalemate”, growing regional instability, and gross human rights violations, there is no stomachable alternative. The international community has put in a great effort to make Geneva 2 a reality. The SNC has continued to put its faith in the international system, despite years of empty promises and inaction. The Syrian people cannot afford a meaningless convention, with a best-case-scenario of increased humanitarian access.
The world owes it to Syria to aim big, and make a full-faith effort to establish a ceasefire, expand access to humanitarian aid, and create a road-map to transparent democratic elections. I believe I have mapped out a good starting point, one that requires concessions from both sides and is mutually beneficial. If I can think of these ideas, one can only hope that diplomatic officials could come up with a realistic / workable solution.
The total debt of local governments in China has soared to nearly $3 trillion as the country’s addiction to credit-fueled growth has deepened in recent years, according to the findings of a long-awaited report released on Monday by the central auditing agency.
The June figure also represented a sharp increase of 67 percent from the end of 2010, when an earlier report by the Audit Office estimated local government debt at 10.71 trillion renminbi.
In the five years since the onset of the global financial crisis, local governments at the provincial, municipal, county and township levels across China have gone on a spending spree, loading up on debt to finance a surge of investment in infrastructure, real estate and other projects.
The structure of much of this borrowing has also raised concerns. With a few exceptions for pilot programs, local governments in China are prohibited from directly taking on loans or issuing bonds. Instead, they have set up thousands of special-purpose financing vehicles that borrow on the government’s behalf to pay for a given project.
Such financing vehicles had confirmed probable and potential debt obligations totaling 6.96 trillion renminbi as of June, according to the Audit Office’s report, accounting for nearly 40 percent of all local government debt.
Analysts had for months been anticipating the results of the audit office’s survey. As part of an investigation that began in July, the agency said, it deployed 54,000 auditors across the country, who combed through the books of more than 62,000 government departments and institutions and examined 3.4 million debt instruments related to more than 700,000 projects.
Based on findings of the new report, Lu Ting, a China economist at Bank of America’s Merrill Lynch unit, estimated that China’s total public debt stood at 53 percent of gross domestic product. Adding corporate and household obligations lifts the total debt ratio to as much as 190 percent of G.D.P., he estimated.
China’s overall debt ratio “is neither exceptionally high nor low,” Mr. Lu wrote on Monday in a research note. Still, he said he was concerned that for the last two years China has been adding debt faster than its economy has been growing.

Financial Liberalization:
According to analysis by Reuter’s economists, China’s plan to reign in debt via municipal bond markets relies on “the one thing its officials are most afraid of: transparency”:
By letting local governments sell bonds for cash, China wants to rely on nimble markets rather than inflexible regulations to keep spendthrift units in check.
The stakes are high. A bond market is the centerpiece in China’s blueprint to mop up fiscal troubles and keep its economy growing at an even pace, giving it needed room to start other bold financial reforms.
But analysts say China’s dreams of a municipal bond market are so far just that, as building one has been impeded by a lack of disclosure from local governments on how much money and assets they have, and how much they owe.
“If you want to lend to a specific government, you need to have a clue as to what the financial conditions are like,” said Tan Kim Eng, a senior director of sovereign ratings at Standard & Poor’s in Singapore.
“There’s still a lot of work to be done on the fiscal transparency front.”
“Any improvement to fiscal transparency will be limited unless the central government regularly publishes similar audit reports,” Standard & Poor’s said separately in a note on Tuesday. “It’s also unclear whether China will disclose the debts of individual local and regional governments.”
To be sure, China is mulling other options for cleaning up its debt mess, including allowing private investors to pay for public works, and letting the central government absorb more spending responsibilities.
But no plan resonates better with reform-minded officials than that for a municipal bond market, partly because it fits perfectly with China’s goal of reducing central planning to let financial markets work their magic.
Facing savvy local officials quick to change financing strategies to evade rules, Chinese experts have championed creation of a municipal bond market. Such vehicles, they say, will decide which governments deserve funding, and spendthrift ones will be punished with higher borrowing costs.
Beijing appears to like the idea, and is testing the ground for such a bond market in six prosperous cities including Shanghai and Guangdong.
But short of full disclosure of just how much governments take in and borrow, analysts doubt China’s experiments with its local bond market will go far.
“Banks and rating agencies do not have easy access to local governments’ overall fiscal position, which includes not only budgeted revenue and expenditure but also extra-budgetary revenue and expenditure,” the International Monetary Fund said in October.
“This lack of transparency prevents banks and rating agencies from pricing credit risk properly and prevents local governments from managing related risks prudently,” it said.
Another option to reign in local debt is “debt monetization”. In such a scenario, China’s central bank (The People’s Bank of China) would print money, and use that money to buy up outstanding debt (taking it out of the public’s hands). China’s central government could then cancel the debt it just purchased, on the condition certain policies it desires are enacted (financial transparency / fiscal responsibility / greater future role for the central government in local budgetary decisions for example).
The downside of “debt monetization” is that it increases the money supply, which can have inflationary consequences.

Which policy (or mix of policies) will China pursue to reign in local government debt? It depends if you believe in China’s economic blueprint rhetoric or not.
In recent months, China has revealed an ambitious plan that will allow markets to play a bigger role in the economy, beginning a shift from a primarily export based economy to one based more on personal consumption. In line with this plan would be a financial transparency / market based approach to the local debt problem. Increasing budgetary transparency would make local governments more accountable to financial markets and (secondarily) their electorates.
However, the debt monetization approach creates winners as well (who happen to be the usual winner in China–the political elite). It would provide a greater role for the Communist Party in local economic decisions. It would also reduce the value of China’s currency (monetary expansion), which while reducing disposable income (consumption spending) would likely make exports more attractive (which has been the traditional engine of Chinese growth). If you think the Chinese government is just blowing smoke with its economic “blueprint”, and cares more about aggregate growth rates than personal well-being, the debt-monetization approach makes more sense.
It remains to be seen what actions the Chinese government takes, and actions speak louder than words. “Pilot” market liberalization projects have begun in large “international” cities like Shanghai and Hong Kong, will they reach smaller municipalities as well? Can China’s blueprint for economic liberalization fit in with the determination of the Communist Party to keep a strong grip on political power? Is the Chinese government trying to say the right thing, while further entrenching the role of the central government in everyday life?
The policy response to the local debt crises will provide some rare insight into the true intentions of the Chinese Communist Party.
“In the developing world, corruption is public enemy number one,” said Kim, speaking at an event hosted by the World Bank’s anti-corruption investigative arm, the Integrity Vice Presidency. “We will never tolerate corruption, and I pledge to do all in our power to build upon our strong fight against it.”
“Every dollar that a corrupt official or a corrupt business person puts in their pocket is a dollar stolen from a pregnant woman who needs health care; or from a girl or a boy who deserves an education; or from communities that need water, roads, and schools. Every dollar is critical if we are to reach our goals to end extreme poverty by 2030 and to boost shared prosperity.”
An important step toward fighting corruption and helping more people lead better lives is to build institutions with greater integrity, Kim noted. He described three key elements in the World Bank Group’s approach:
“First, we need to improve the way we share and apply knowledge about building institutions with greater integrity; second, we need to empower citizens with information and tools to make their governments more effective and accountable; and third, we need to build a global movement to prevail over corruption.”
In addition to governmental action in anti-corruption, Kim called on other partners to join the fight, including the private sector.
“The private sector has to be part of the solution as well. Oil, gas, and mining firms are increasingly disclosing their contracts with governments. This gives everyone a chance to scrutinize the behavior of corporate and public officials.”
This transparency and accountability approach to development marks a stark contrast from the World Bank of 1990s. The IMF has recently also taken a more context-sensitive approach compared to “Washington Consensus” policies of the 1990s. This trend points to greater policy coherence between the World Bank, the IMF, and the U.N. as the Post-2015 development agenda is finalized.
These organizations have fully embraced the importance of the political economy of development. Without considering “good governance”, economic gains can be embezzled or misused. Corruption retards growth, increases inequalities, and causes grievances which can boil over civil if not regional conflicts. Economic growth and poverty reduction cannot be achieved on a large scale without considering political factors.
Ultimately, there are limits to even what global organizations can accomplish. To sustain social progress, people must be able to hold “duty bearers” (generally governments, but also private sector actors and social service providers) accountable for their human rights obligations. The role of international organizations and governments is mainly an empowering / enabling one–provide access to information, advocate for avenues / institutions to meaningfully voice grievances, and let people-power do the rest.

The anti-corruption push has recently taken hold in a number of countries. Below are a few notable examples:
“Today, the common man has won,” Kejriwal said in a triumphant speech at Delhi’s Ramlila grounds, the very place were huge protests over corruption erupted in 2011, opening the way for the birth of the AAP.
“This truly feels like a miracle. Two years ago, we couldn’t have imagined such a revolution would happen in this country.”
In a December 4 election to the legislative assembly of Delhi, a city of 16 million people, no party won the majority of seats required to rule on its own.
Wearing a simple blue sweater and with a boat-shaped Gandhi cap on his head, Kejriwal pledged to set up an anti-bribery helpline.
“If anyone in the government asks you for a bribe, don’t say ‘no’,” he said. “You report it on the phone number and we’ll catch every bribe-taker red-handed.”
Kejriwal, who has tapped into a vein of urban anger over the venality of the political class and the neglect of citizens’ rights in the world’s largest democracy, has promised to expand his movement across the country.
Along with a pledge to send Delhi’s corrupt lawmakers to jail, the AAP has also promised free water for every family in the capital and a sharp reduction in their electricity bills.
A business lobby group said on Saturday the unorthodox ideology was not important as long as results were delivered.
“We feel that though the promises made by it may look tall, they can still make a good economic sense if the objective … is achieved by bringing in operational efficiencies,” Rana Kapoor, president the Associated Chambers of Commerce and Industry of India, said in a statement.
The allegations of high-level corruption threaten to undo Mr. Erdogan’s accomplishment of wresting Turkish politics from the military and overseeing a long period of economic growth. Like a Moses in the wilderness, he has led his people from one sort of bondage but appears unable to deliver them to a promised land of transparent government where people are ruled through consensus rather than bullying and threats.
Mr. Erdogan does not know how to play defense. Last weekend, he addressed rally after rally and cursed the “international groups” and “dark alliances” trying to undermine Turkey’s prestige.
The government is treating the crisis as nothing short of a coup by those jealous of its success. This is nonsense.
The opposition it faces has emerged because of the A.K.P’s own lack of respect for the rule of law and a cynical disregard for public accountability. It can no longer hide behind conspiracy theories and bluster.
Since its establishment in 2002, the KPK (Corruption Eradication Commission) has become, contrary to all expectations, a fiercely independent, resilient, popular and successful institution that is a constant thorn in the side of Indonesia’s establishment.
[In 2009] police arrested two KPK commissioners for extortion and bribery. The charges were dropped after nationwide street protests and a Facebook campaign that gathered one million supporters.
“The KPK’s only friend is the public,” says Dadang Trisasongko, secretary general of the Indonesian chapter of global corruption watchdog Transparency International.
The international business community is watching this tussle closely. Executives surveyed in the World Economic Forum’s Global Competitiveness Report 2011-12 said corruption remained “the most problematic factor for doing business” in Indonesia.
The World Bank has said corruption across the world costs $1 trillion. No one has done a thorough study of the costs in Indonesia, the world’s fourth-most populous country and one of the hottest emerging markets with an economic growth rate of 6 percent. The Anti-Corruption Studies Center at Gadjah Mada University in Yogyakarta put the losses to the state at $1 billion over the past five years alone.
Thailand protests are different in the sense that the opposition is arguing for less democracy and less populist economic policies. Opponents of Prime Minister Yingluck’s Pheu Thai party cite corruption as their main grievance.
Populist economic policies, while generally beneficial in the long run, do have a common pitfall of corruption. Populist policies rely on the government signing many contracts for social goods and services. Without proper oversight, these contracts themselves present many opportunities for corruption / embezzlement of tax-payer money.
I do not know if this is what has happened in Thailand, or whether these claims are unfounded (it is worth noting that Thailand does not score well on Transparency International’s “Corruption Perception Index“. Regardless, the Pheu Thai party should consider setting up social accountability mechanisms to allay the fear of corruption.

Anti-corruption measures are themselves populist policies. Enabling people to hold corrupt government officials accountable realizes a key political right. Moving money from corrupt politicians pockets to social services helps fulfill economic and social rights. Therefore, the anti-corruption movement is an indispensable aspect of the human rights based approach to development.
The near universal embrace of anti-corruption measure–from the highest level of global governance to local politicians and their constituents on the ground–bodes well for the Post-2015 development agenda. While much work remains to be done, every anti-corruption / accountability / civilian empowerment policy is a step in the right direction.
Just 6 days ago it seemed like their was a chance that the Edward Snowden debacle could be resolved internally:
The United States has made a formal promise to Russia not to execute or torture Edward Snowden if he is sent home to face charges of illegally disclosing government secrets, and the Kremlin said Russian and U.S. security agencies are in talks over his fate.
The 30-year-old former U.S. spy agency contractor has been stuck in the transit area of a Moscow airport for more than a month despite Washington’s calls to hand him over.
Russia has refused to extradite Snowden, who leaked details of a secret U.S. surveillance program including phone and Internet data, and is now considering his request for a temporary asylum.
In a letter dated Tuesday July 23 and released on Friday, U.S. Attorney General Eric Holder wrote that he sought to dispel claims about what would happen to Snowden if he is sent home.
“Mr. Snowden has filed papers seeking temporary asylum in Russia on the grounds that if he were returned to the United States, he would be tortured and would face the death penalty. These claims are entirely without merit. Torture is unlawful in the United States,” Holder wrote, without explicit reference to Manning. “If he returns to the United States, Mr. Snowden would promptly be brought before a civilian court.”
“Snowden was charged with theft of government property, unauthorized communication of national defense information and willful communication of classified communications intelligence information to an unauthorized person.
The latter two offenses fall under the U.S. Espionage Act and carry penalties of fines and up to 10 years in prison.”

Russian President Vladimir Putin had expressed “strong determination”, he said, not to let relations suffer over the dispute “no matter how the situation develops”. Putin himself is not personally dealing with the problem, the spokesman said.
But he reiterated Moscow’s stance that Russia “did not hand over, does not hand over and will not hand over anybody”.
Putin, a former KGB spy, has said Snowden could only be granted sanctuary in Russia if he stopped actions that could harm the United States.
Russia granted National Security Agency leaker Edward Snowden asylum on Thursday and allowed him to leave Moscow’s Sheremetyevo International Airport for the first time in more than a month, raising the prospect that the U.S. fugitive will remain in Russia for the foreseeable future and become a constant strain on already-tense relations with the U.S.
“We are extremely disappointed that the Russian government would take this step despite our very clear and lawful request” to have him expelled, said Mr. Obama’s chief spokesman, Jay Carney. “Mr. Snowden is not a whistleblower—he is accused of leaking classified information.”
The decision undermines long-standing law-enforcement cooperation between Moscow and Washington, Mr. Carney said.
Russia’s decision also threatens to derail a planned September summit in Moscow between President Barack Obama and Russian President Vladimir Putin, which U.S. officials had viewed as a potential breakthrough moment in a monthslong drive to find common ground with Russia on important foreign-policy aims, such as ending the war in Syria. “We are evaluating the utility of a summit in light of this,” Mr. Carney said, adding that no decision had been made.

Senator John McCain, a well respected Senator with unparalleled foreign relations experience (and subsequent influence on foreign relations discourse), was even more critical of the move:
U.S. Senator John McCain is furious about whistleblower Edward Snowden’s newly-acquired asylum, and is demanding that Washington re-examine its relations with Moscow and “strip away the illusions that many Americans have had about Russia.”
Following the news of Snowden’s one-year asylum status in Russia, McCain released an angry statement in which he condemns the “disgraceful” actions of President Vladimir Putin.
“Russia’s action today is a disgrace and a deliberate effort to embarrass the United States,” the senator said. “It is a slap in the face of all Americans. Now is the time to fundamentally rethink our relationship with Putin’s Russia. We need to deal with the Russia that is, not the Russia we might wish for.”
“Today’s action by Putin’s Russia should finally strip away the illusions that many Americans have had about Russia the past few years,” he said. “We have long needed to take a more realistic approach to our relations with Russia, and I hope today we finally start.”

Russia’s response to American outrage has been weak and arguably oblivious to the reality of the matter:
One of Mr. Putin’s aides, Yuri V. Ushakov, said on Thursday that Mr. Snowden’s fate was of “insignificant character” and thus would not affect relations, according to the state news agency, RIA Novosti. He added that the Kremlin was aware that Mr. Obama might cancel his trip to Moscow but had received no official notification from officials in Washington.

It is unfortunate that Russia decided to grant Snowden asylum, as more than anything it adds to what the article refers to as the “constant strain on already-tense relations with the U.S”. Russia and the U.S. have a very interesting historical relationship. Despite obvious fundamental differences, since the end of the Cold War both Russia and the U.S. have been able to coexist, and at times cooperate, in global affairs despite mistrust and misunderstanding by both sides. Because of this longstanding yet complex / secretive relationship, every official action between the two countries adds on top of an already long list of diplomatic baggage. The Snowden issue is just the most recent manifestation of the somewhat cooperative yet mostly competitive and ideologically divided relationship that defines modern US-Russian relations.
Balking at the G-20 talks would be counter productive; I have gone on record recently (here and here) about the importance of the upcoming G-20 talks. It appears the global community is ready to seriously start addressing issues that require global policy coherence, such as corporate tax evasion, environmental and security issues. Furthermore, it appears the U.S. federal government will simultaneously push legislation to operationalize international agreements, hopefully beginning a trend of coherent global-good-governance. There are a multitude of issues, both bilateral and multilateral, which the U.S. must take a leading role on at the G20 summit. How U.S.-Russia relations evolve from this incident is yet to be determined. A good way to press forward constructively is for Obama to attend G-20 talks. By all means boycott the 2018 Winter Olympics, but the G-20 summit should not be used as a diplomatic bargaining chip, there is too much at stake.

In a way, this is a fitting temporary conclusion to the Snowden saga–a life of constant limbo and uncertainty of his own human rights. These are in essence the opposite of core elements of American society–security, freedom, self-determination and expression.
For Mr. Snowden, Russia’s hospitality could prove a mixed blessing. The Kremlin has demanded he cease his “political activities” in order to stay in the country, curtailing his potential options for work.
If Snowden thought the U.S. Federal government was bad, he is about the meet the Kremlin (sounds ominous no?). The Russian government violates human rights with relative impunity, and uses national sovereignty as a shield from accountability for domestic and extra-territorial human rights violations (most prominently the continued provision of advanced arms to Assad in Syria). Snowden thought he would be a hero, instead he is for all intents and purposes under house-arrest in Russia.
If recent events have taught us anything it is that governments with adequate resources, aided with advances in information and communications technology (ICTs), have virtually global surveillance capabilities;. Snowden’s every move will be watched during his time in Russia by both the Obama administration and the Kremlin. In his attempt to expose human rights violations by the U.S. government, Snowden has in effect sacrificed his own rights. He has spent the last few months in Hong Kong and Moscow, not exactly hotbeds for human rights or freedom of expression. His only permanent asylum options at the moment are in Latin American countries, where governments tend to be ill-equip at even providing basic personal security.
The U.S. is not perfect–there is no perfect country. Snowden will come to realize in time that in his pursuit of perfection (or fame or more nefarious goals), he flew too close to the sun. The U.S. Government has numerous domestic and international obligations; at times those obligations appear to be incompatible and difficult decisions have to be made. The U.S. government perhaps should have been more transparent about aspects of PRISM, but our leaders believe that by its nature disclosure would inhibit the effectiveness of PRISM, and chose to keep it secret (until Snowden came along).
I never got why the collection of metadata by the U.S. Federal is such a big deal to people. After all, private sector corporations such as Verizon already have this data; are we worried that our elected officials have information that private companies already own and probably sell to advertisers? There have been exactly 0 confirmed instances of the U.S. government using PRISM data to infringe of the rights of U.S. citizens. As a country we should focus our efforts on the real issues in-front of us–there are many of them–instead of on hypothetical rights violations by the global champion of democracy and human rights.
“On Friday, Mursi’s Muslim Brotherhood and their allies will gather in Cairo, as will some opposition groups. On Sunday, the opposition hopes millions will heed the call, a year to the day since Mursi became Egypt’s first freely elected leader.
‘I am more determined than ever to go out on June 30 to demand the removal of an absolutely irresponsible president,’ Khaled Dawoud, spokesman for a coalition of liberal parties, said on Thursday after Mursi’s marathon late-night address.
It is hard to gauge how many may turn out but much of the population, even those sympathetic to Islamic ideas, are deeply frustrated by economic slump and many blame the government.”
“Mursi described his opponents as “enemies” and “saboteurs” loyal to the ousted dictator, whose “corruption” had thwarted him and driven the economy into crisis, though he conceded he had made some mistakes and promised reforms.
He also offered talks on “national reconciliation” and changes to a controversial new constitution to end the polarization and paralysis that he said threatened democracy.
Opponents dismissed that as nothing new. Mursi and his allies complain that their opponents, defeated by the highly mobilized Islamist groups in a series of elections last year, are bad losers who have repeatedly snubbed offers to cooperate.”
‘Our demand was early presidential elections and since that was not addressed anywhere in the speech then our response will be on the streets on June 30,’ said Mahmoud Badr, the young journalist behind a petition which has garnered millions of signatures calling on Mursi to quit. ‘I hope he’ll be watching.'”
“Warning ‘violence will only lead to violence’, Mursi urged his opponents to focus on parliamentary elections, which may be held this year, rather than on “undemocratic” demands to overturn his election on the streets: ‘I say to the opposition, the road to change is clear,’ he said. ‘Our hands are extended.'”

I have written many times about the democratic experiment in Egypt here at NN. Egypt is an interesting country, it is the most populous country in the Middle-East, and has a long history of cooperation with Western powers (the U.S. funds the Egyptian military). Egypt’s armed forces will play a crucial role in preventing the Syrian Civil War from turning into a regional conflict (and in maintaining regional security in general). While Turkey is another example of an Islamic state attempting to reconcile democracy and traditional Islamic values, there is something about Egypt’s geographical position that makes it seem like a more robust test of the compatibility of the two ideologies (perhaps Turkey seems European-ized–it is actually seeking EU membership–which may isolate it from more conservative Muslim’s, whereas Egypt is in Africa, which could be more agreeable to those same factions).
For these reasons, alongside the human rights and modernization implications of effective democratic governance, I have been cheering Morsi on in his attempt to bring democracy to Egypt. Sometimes I have been too understanding; Morsi has made mistakes along the way, including targeted violations of the civil rights of his opponents in the name of national security / democracy. President Morsi has owned up to these mistakes, and now seems to have learned what it takes to lead an effective democracy.
Transparency, rule of law, accountability / anti-corruption, personal and societal security, an inclusive and participatory governing process, and the indiscriminate protection of human rights are among the most important aspects of an effective democracy. Morsi has (hopefully) learned that seeking to strengthen the legitimacy of his regime by violating these aspects of democracy, even in the name of national security, is counter-productive. Self-defense is fine, but short of that the opposition must be allowed to assemble. In a religious dictatorship the opposition are terrorists / saboteurs / infidels; in an effective democracy they are simply the opposing political party (again, so long as they use political and not military means to advance their goals).
So now we have two sides at odds, and in this case I must again take the side of President Morsi, and here is why:
President Morsi has proposed national reconciliation efforts, including making amendments to the constitution (which was open for vote to begin with, the opposition simply refused to participate). He has also proposed the opposition take part in parliamentary elections. Judicial independence has been tricky, as many of the judges in Egypt were assigned under former dictator Hosni Mubarak (packing the courts with his own judges would not ease concerns of a Morsi power-grab either; anyone he appoints, regardless of his background, would be seen by his opponents only as a “Morsi appointee”. Nevertheless, Morsi has offered basically every legitimate democratic avenue available to address the concerns of his opposition.
The opposition, on the other hand, has refused to take part in the democratic process. It will be satisfied with nothing short of Morsi’s removal from office, calling for early presidential elections. Is that any way to establish the credibility of a brand new democratic process, by tossing that process aside instead of trying to work within it? Early elections would undermine the future of democracy in Egypt by setting a bad precedent.
The opposition also continues to emphasize the “15 million signatures it has calling for Morsi’s removal“. Last time I checked, there were 83 million Egyptians, more than half of which are over the legal voting age. Since when has 30-40% of a population been enough to be considered national consensus. If anything the 15 million signature mark–if it is even legitimate–suggests a majority of Egyptians want an end of the political turmoil (with Morsi remaining in power), in order to begin addressing the deteriorating economic and social conditions in Egypt.
So this minority, which refuses to take part in the democratic process, is demanding a step that ultimately undermines the sustainability of democracy in Egypt–thanks but not thanks, I will stick with supporting the imperfect Morsi regime which is at least attempting to make democracy work.

This is not to say that Morsi cannot do things better to ease peoples fears, but the opposition must be willing to come to the table and compromise through democratic channels. One such channel is the National Council For Human Rights in Egypt. Being an “A” rated NHRI (national human rights institution) according to the UN International Coordinating Committee (ICC), the Egyptian council should be a trusted institution in holding the Morsi regime accountable for its human rights duties not only to its constituents but to all Egyptians.
The issue is that the Egyptian NCHR was last reviewed in 2010 (before Morsi came to power), and is not scheduled to be reviewed again until late 2014. In other words, the NHRC has not been reviewed since Morsi has come to power.
“MONZER FATHI SELIM (Egypt) said the Council played an important role in supporting States in their primary responsibility to protect all human rights, and it should work to ensure the realization of those rights with full respect to the principles of sovereignty and non-interference in order to avoid the politicization, selectivity and double standards that affected its predecessor. The report reaffirmed the Council’s important role in building national capacities, monitoring human rights, protecting the human rights of Palestinians and strengthening efforts to combat racism, among other things.”
So according to the Egyptian NHRC, its ability to monitor human rights issues has not be compromised since Morsi took office. However, one could argue there may be a conflict of interest if a Morsi crony is running the show. Therefore, Morsi should invite Human Rights Watch, The Center for Economic and Social Rights, Transparency International–literally every and any intentional human rights based organization that wishes to come–to verify the ability of the NHRC to fulfill its functions. Morsi should also extend an invitation to the ICC to perform a formal UN Universal Periodic Review (UPR) in the immediate future, instead of waiting almost a year and a half for the scheduled review.
If Morsi takes these steps, it should separate the legitimate opposition from the Mubarak-era vested interests who want Morsi gone for illegitimate reasons. Additionally, the Morsi regime must stop shooting itself in the foot by denying people their human rights, as this feeds into the claims of the opposition and hurts his regimes legitimacy (which it gained by being the first democratically elected regime in modern Egypt).
There are both domestic and international reasons I want democracy to work in Egypt. Have my own desires clouded my judgment? I think I have been pretty even handed in this analysis, but as always I would like the hear what my readers have to think in the comment section!
I started my narrative on this topic with a two-part political and economic analysis of current U.S. Defense Policy. I then wrote a piece on the true cost of the war on terror, and more recently a piece on how Europe’s shrinking military expenditure is hurting it’s credibility as a meaningful security partner to the United States. Current U.S. military policy has long been an issue affecting America’s fiscal space, constraining resources for social programs which compromise our future growth prospects and social mobility, thereby perpetuating rising inequality in America. At the heart of the matter is the uneven proportion of Global Security expenditure that America pays. Today, President Obama signaled he is of similar mind on the subject.
“Taken together, the president’s words and deeds added up to an effort to move the country away from the perpetual war on terrorism envisioned by his predecessor, George W. Bush, toward a more limited campaign against particular groups that would eventually be curtailed even if the threat of terrorism could never be eliminated.
‘Our systematic effort to dismantle terrorist organizations must continue,’ Mr. Obama said. ‘But this war, like all wars, must end. That’s what history advises. That’s what our democracy demands.’
Mr. Obama rejected the notion of an expansive war on terrorism and instead articulated a narrower understanding of the mission for the United States. ‘Beyond Afghanistan, we must define our effort not as a boundless ‘global war on terror’ but rather as a series of persistent, targeted efforts to dismantle specific networks of violent extremists that threaten America,’ he said.
‘Neither I, nor any president, can promise the total defeat of terror,’ Mr. Obama added. ‘We will never erase the evil that lies in the hearts of some human beings, nor stamp out every danger to our open society. But what we can do — what we must do — is dismantle networks that pose a direct danger to us, and make it less likely for new groups to gain a foothold, all the while maintaining the freedoms and ideals that we defend.’”
“As our fight enters a new phase, America’s legitimate claim of self-defense cannot be the end of the discussion,” Mr. Obama said. “To say a military tactic is legal, or even effective, is not to say it is wise or moral in every instance. For the same human progress that gives us the technology to strike half a world away also demands the discipline to constrain that power — or risk abusing it.”
“The changes reflect a conclusion by the White House that the core of Al Qaeda has been decimated by years of strikes and the raid that killed Osama bin Laden. But in the speech, the president said that the threat had evolved in a complicated mosaic of dangers from affiliated groups and homegrown terrorists, like the bombers who attacked the Boston Marathon.”
As is to be expected, Republicans were critical of Obama’s realistic, transparent, straightforward and even-handed speech:
“Speaker John A. Boehner, Republican of Ohio, issued 10 questions to the president in reaction to previews of his speech. “Is it still your administration’s goal to disrupt, dismantle, and defeat Al Qaeda?” he asked. “If you are scaling back the use of unmanned drones, which actions will you be taking as a substitute to ensure Al Qaeda’s defeat? Is it your view that if the U.S. is less aggressive in eliminating terrorists abroad, the threat of terrorist attacks will diminish on its own?”
Senator Saxby Chambliss of Georgia, the top Republican on the Intelligence Committee, was sharper in reaction. ‘The president’s speech today will be viewed by terrorists as a victory,’ he said. ‘Rather than continuing successful counterterrorism activities, we are changing course with no clear operational benefit.'”
First to address Senator Chambliss, are you sir a moron? how could the winding down of the war on terror have “no clear operational benefit”? Does making a military mission less costly both in dollar terms and American lives have no effect on the operational benefit of The War on Terror? Not to mention the impact on public opinion of the U.S. abroad (which is directly related to terrorism). Or do you not consider the costs of an operation unless the money is going to those lazy “takers”? (i.e. any social program the G.O.P. will fight tooth and nail). If anything, we should have much sooner reconsidered the operational benefit of the War on Terror in the first place (which has been marginal at best, as highlighted by recent sectarian violence in Iraq).
Speaker Boehner’s questions are more substantive; I have actually grown to like Senator Boehner, I almost pity him for the impossible job he has of trying to legitimize the current cluster-fuck of ridiculous soundbites and indefensible policy advocacy that has come to define the G.O.P. I’m sure Mr. Boehner did not imagine his constituents would be so unrealistic and uncompromising that his time as House Speaker would be marked as a period of historically low congressional approval ratings.
But back to Congressman Boehner’s Questions. Questions 1 and 2 (“Is it still your administration’s goal to disrupt, dismantle, and defeat Al Qaeda?” he asked. “If you are scaling back the use of unmanned drones, which actions will you be taking as a substitute to ensure Al Qaeda’s defeat?”) were already addressed by President Obama in his speech:
“But what we can do — what we must do — is dismantle networks that pose a direct danger to us, and make it less likely for new groups to gain a foothold, all the while maintaining the freedoms and ideals that we defend.”
Obviously Al-Qaeda would be considered a “network that poses a direct danger to us”, probably the primary of such networks. One has to question whether John was not sleeping through the President’s speech with questions like those. And to expect a President to openly discuss his defense strategies, probably our most important national security secret, is not exactly proposing a reasonable question.
President Obama also alluded to the answer to Speaker Boehner’s 3rd question in that very same breath. Mr. Boehner asked, “Is it your view that if the U.S. is less aggressive in eliminating terrorists abroad, the threat of terrorist attacks will diminish on its own?”
The answer to that is, of course not. The President stated he planned to “make it less likely for new groups to gain a foothold”, but what exactly does that mean? It could only mean putting more resources into preventative peace-building and diplomacy efforts, as I have advocated for here at NN.
Conflict resolution theory tells us that the majority of todays armed conflicts are“Protracted Social Conflicts”. This means that their roots are in human rights violations, which almost always involve inadequate service delivery and security being provided by a country’s government. In situations like this, conflict is likely to break out. When conflicts break out, there is no military to keep terrorist activities at bay (assuming the regime in power is not allied with extremist groups to begin with).
Terrorist groups seize onto this absence of government human rights “duty bearers” and begin to provide services and security themselves. People on the ground, having no other option other than living in extreme poverty and extreme discomfort, welcome these terrorists in with open arms. Terrorists are able to buy goodwill, gain footholds for their operations, and attract a new generation of young Jihadists.
The only way the President can prevent new terrorist groups from forming is to scale up the capacity of strong, democratic governments in developing countries around the world (or factions within countries that do not have democratic governments). If America undertakes this much more noble pursuit, we can build sustainable relationships that foster greater economic and security alliances, rather than destroying nations and then attempting to build them back up from scratch, which is costly in money, time, and lives.
We must remember that building these relationships is not easy. Transitions to democracy and a higher standard of living take time, and the process is not always linear. Vested interests will never give up easily, as they have so much to lose as society reaps the benefits of modernization, and more resources are invested into basic infrastructure as well as physical and human capital.
Though we face an uphill battle, we must never falter in our fight to promote peace, security, and mutually beneficial and environmentally sustainable economic relationships. Only through cooperation and coordination can the global community confront and overcome the issues we collectively face in the 21st century and beyond.
And we must always remember we are not alone in this fight. Our Allies around the world remain committed to the same vision as us. Institutions such as the UN, NATO, WB, IMF, WHO and countless other international, national, and regoinal institutions, alongside non-governmental organizations, charities, and civil society organizations join our ranks. The day when extreme poverty and human rights violations are no longer a threat is just beyond the horizon, and I look forward doing whatever I can to work towards that future.
