Transparency Report: You’ve Gotta Fight, For Your (Human) Rights

This past week marked the well documented 50th anniversary of Dr. Martin Luther King’s March on Washington For Jobs and Freedom and the “I Have a Dream” speech. Despite being known as a civil rights leader, Dr. King was irrefutably a human rights activist. Human rights include the economic and civil rights, as well as social, political, and cultural rights. Human rights, Dr. King realized, we indivisible, interdependent,non-excludable / universal (human rights are for all people, and are rooted in our common humanity) and mutually reinforcing; upholding certain rights (for example freedom of assembly, speech, political rights, the right to employment, access to information) empowers people to claim other rights, while one human rights violation tends to beget others (culminating in a life of poverty and social exclusion). Today, these concepts are largely accepted by the international community and domestic development organizations–in Dr. King’s time they were pioneering concepts. Dr. King understood the difficulty of claiming rights, which involves mobilizing an oppressed group to overcome vested interests, power asymmetries, and collective action problems which sustain these human rights violations.

Furthermore, Dr. King understood the role an accountable and effective democratic government plays in upholding human rights obligations–as evidenced by the location of this historic rally. An effective democracy creates an enabling environment for people to claim their rights, which is one of the main reasons that democracy and human rights are so closely related. However, this enabling environment is only the beginning of the determination and thick-skin needed to make meaningful advances in human rights.

There is no doubt in my mind that, had Dr. King not been assassinated, he would have continued his work both for civil rights specifically and human rights more generally. Dr. King would have undoubtedly endorsed UN Human Rights Treaties enshrining the rights to development and employment, as well as other economic, social, cultural, civil and political rights. As a man, Dr. King died to young; as a symbol he will live forever–I hope in some small way I am helping to further the work of this great American hero.

I would like use this blog as anopportunity to reflect on two themes I have noticed in my time as a student of the political economy of development, as a human rights worker for the UNDP, and as a generally informed global citizen:

1) You’ve got to fight for your rights:

A play on a popular Beastie Boys Song, but the message is 100% true. When I think of advances in human rights in America (the civil rights movement, the women’s suffrage movement, the gay rights movement), they all have in common a struggle to mobilize people to claim their rights. Furthermore, sacrifices must be made–Dr. King made the ultimate sacrifice for his cause. Progress will not be linear or fast, but through hard work over time meaningful progress can be made.

2) The dehumanization of minorities:

We live in the “age of human rights”. A quick historic overview: the concept of human rights in international governance and development took root in the aftermath of WWII. However, it was not until the end of the Cold War that the opportunity to champion human rights globally presented itself. Since that point, the UN and other similar government and non-governmental organizations have taken up this call. This summer, as an intern with the UNDP democratic governance group’s human rights team, I had the opportunity to participate in an event commemorating the 20th anniversary of the Vienna Declaration and
Programme of Action
, which commemorated advances in human rights and mapped out future opportunities in human rights advocacy.

This “age of human rights” does not mean that human rights violations no longer occur. If anything, advances in ICTs and social media have exposed the extent to which human rights violations take place, particularly in least developed / authoritarian countries. Here at NN, I have written extensively on how human rights violations are at the heart of the majority of armed conflicts today; it is worth mentioning that development goals are rarely sustained in a conflict-affected country.

In this day and age, human rights violators justify their actions by dehumanizing the people whose rights are being violated. In Egypt and Syria, opposition groups are deemed terrorists by those in power. Just as media independence is a feature of a pluralistic democratic society, controls on media outlets–combined with propaganda campaigns–aim to drive home dehumanization in order to justify virtually any human rights violation (including murder). Racism, stereotyping and scapegoating can reinforce dehumanization campaigns.

We see dehumanization take place most often in the name of religion or “traditional values”. Any governing document, be it the Constitution of the United States, the Koran, or the Bible, interpreted too strictly, can be used to justify human rights violations; extremists may argue that if you do not subscribe to their beliefs, then you are less than human and do not deserve basic rights.

Governing documents are meant to be living, amenable to the context of the times. They are amended and reinterpreted to reflect changing societal norms; religion tends to be less adaptive, perhaps explaining part of the decline in religious observance in America. Islam’s  inability to reinterpret itself for modern times is a root cause of Islamic extremism.

I too have a dream, or a normative vision, for the world. This vision depends on greater investments in human rights education and human capital at a young age, recognizing youth as an extremely important period of personal development. It depends on an understanding of the importance of sustainable human development and both domestic and extra-territorial human rights obligations. Sustainable human development cannot take place to the detriment of future generations or at the expense of the world’s most vulnerable people.

Anybody can do their part to help realize this normative vision; challenge anybody trying to sell a strict interpretation of any ideology and / or trying to dehumanize any group with stereotypes / racism. The vast (silent) majority of the global community wants peace and prosperity for all–together we can overcome this global collective action problem in the years and decades to come.

Conflict Watch: Weighing in on Prospective U.S. Military Strikes in Syria

Up until this point, chemical attack allegations in Syria have been a “blame-game” dominated by circumstantial evidence, hypothetical questions / appeals to logic, murky details, and classified information. The Assad regime has blamed “terrorists”, as they have for the duration of the civil war, for launching chemical attacks. Why would we launch these attacks when UN investigators were in the country, they argue? Western powers do not believe the opposition has the capacity to launch such attacks, and blames the Assad regime of offering too little too late when it came to international investigations (this argument has been refuted by chemical weapons experts, which alongside congressional uncertainty, further complicates U.S. military intervention).

The UK dropping out of military strikes, as well as the lack of NATO, Arab League, or U.N.S.C. authorization, makes it difficult to frame a military strike as part of a global coalition. President Obama has assured war-weary Americans there will be “no boots on the ground”, and that a strike will not lead to another long-term entanglement in the region. However, direct military strikes–particularly without broad international support–will naturally lead to further engagement, particularly if  Western / American / Israeli interests are targeted in retaliation.

I actually agree with Speaker Boehner; we need more information on what intelligence the administration has and how strikes fit into Americas long term geopolitical strategy in the Middle-East. In the face of the sequester and looming budget / debt ceiling debates, how will these strikes be financed? The constraints that military spending impose on other fiscal policies affect all American’s; the citizens of this great country deserve more conclusive evidence the Assad regime used chemical weapons. Basing strikes on classified “knowledge” from unknown (to regular people) sources should not satisfy anyone’s need for a transparent and inclusive debate / decision making process leading up to possible military intervention.

Common sense tells us to wait a few days, in order to drum up more international support and get more intelligence from U.N. investigators. There is no sense rushing into action that–despite President Obama’s words and wishes–has inherent long term implications on U.S. military, foreign and fiscal policiesIt seems clear that either the Assad regime or more radical segments of the opposition as responsible for the chemical attacks in Syria. We must determine conclusively who committed this crime against humanity and hold them accountable. 

There has been a lot of talk about precedents being set; if we do not respond to the use of chemical weapons, then international laws banning their use carry very little weight. I agree with this argument, but military decisions should not be made hastily or emotionally. There is no question Bashar al-Assad is a thug who has mercilessly killed tens of thousands of his countrymen and driven well over 1 million Syrians into other countries as refugees, imposing the myriad costs of Syria’s Civil War on the region in an attempt to retain his families 4 decade rule in Syria. I also do not believe a political solution is possible, as Assad believes his rule in Syria is based on something resembling the mandate of heaven.

But the question still remains–did Assad carry out these chemical strikes? If we cannot rule out the possibility that opposition forces used chemical weapons, then a much more dangerous precedent may inadvertently be set–that extremist’s can solicit a military response by using chemical weapons on the very people they are supposed to be fighting for. While this is not what I think happened, we must be certain before making decisions with long term and unforeseeable ramifications. 

Financial considerations should ultimately be secondary once conclusive evidence is presented implicating who is responsible for these attacks. “We cannot afford to hold perpetrators of crimes humanity accountable” is not an acceptable excuse for inaction from the international community. Once conclusive evidence implicating Assad in chemical weapons attacks circulates (or at very least exonerating extremist factions within the Syrian opposition of involvement in said attacks), international intervention can be justified on any number of international law / treaty violations and/or R2P.

In an attempt to isolate these radical segments of the Syrian opposition, plans for creating a national Syrian rebel army have circulated, angering Islamist factions in the opposition:

Syria’s Western-backed political opposition plans to create the nucleus of a national army to bring order to the disparate rebel forces battling President Bashar al-Assad and counter the strength of al Qaeda-linked rebel brigades.

The latest attempt to unite the rebels coincides with fierce debates in Washington and other Western capitals over whether and how to boost support for Assad’s opponents after an alleged chemical weapons attack by government forces on Wednesday.

Chaos among opposition forces and al-Qaeda’s growing role are barriers to any intervention.

Plans for an army are still under wraps but details began emerging earlier this month before the gas attack. It has the blessing of the rebels’ patronSaudi Arabia, which took over as the main regional backer of Assad’s foes earlier this year.

Momentum behind the new force comes from Saudi Arabia and Western nations who, alarmed by the growth of radical Islamists in rebel-held areas, have thrown their weight behind the Syrian Coalition, hoping it could help stem their power.

“Once we get the (battle)field organized, then everything will be organized,” he said. “This will be the army of the new Syria. We want to integrate its ranks and unify the sources of funding and arms,” the Syrian National Coalition member said.

Western-backed rebels say the new structure might be modeled on U.S.-backed militias, known as “Awakening Councils”, which drove al Qaeda from Iraq’s Anbar region six years ago.

The leader of one moderate Islamist brigade, which operates in several parts of the country, said he supported the proposal, but would not say if his fighters would join.

Leaders of more radical groups see it as a Western-backed plot to fight them. “They are undermining the work of all of us. They want to throw it in the bin, as if it never happened,” said a senior commander in Homs province.

Opposition political sources were careful not to portray the new army as a challenge to Islamists, but a senior official said it would only welcome them if they left their brigades.

“This will be an army like any other army in the world. When you join it you leave your beliefs outside. Islamists can join as individuals, not as Islamists.”

The new body is not an alliance of brigades, as in previous attempts to unify insurgency groups; individual fighters will be expected to leave their units to sign up.

Many Syrians initially welcomed the Islamists for bringing order to the chaos of rebel-held territories, but growing resentment of their puritanical rule could win popular sympathy for any new force that challenges them.

Activists in the northern, rebel-held provinces, where Islamists are most powerful, say those criticizing the Islamists are threatened or imprisoned.

“We have challenged Assad when he was strong, and now we are being bullied by radicals who are not even Syrians in our Syria,” said an activist in Aleppo who declined to be named.

With weapons and money flooding into the country, a class of warlords has emerged, including Islamists, who have grown powerful on arms deals and oil smuggling. Activists in the north complain of high levels of theft, bullying and thuggery.

“With this army the Coalition will have a military force on the ground, one that is composed of the best Syrian fighters,” said a Syrian rebel commander in a powerful brigade that has fighters across Syria.

In the meantime, most agree that the disparate groups should work together, at least in temporary alliances against Assad’s troops. But they share a skepticism that the new group will ever see the light of day, or have much impact if it does.

“During this revolution we have seen many great ideas and many great attempts destroyed because of mismanagement. The Free Syrian Army is an example of this. As long as the roots of the problems are not solved, then nothing will change.”

“They are all failed projects; there is no awareness among those leading this revolution and also there is no clear strategy. In addition to this you have got the hesitation from the West. As long as this continues, this will be a failed project.”

A national Syrian rebel army is a good idea for overcoming extremist’s influence–who are often not of Syrian origins themselves–that have tried to hijack the legitimate grievances which originally spurred the Syrian revolution . This Army will require adequate financing and training from Western backers if it is to fulfill its goals.

However, one must be suspicious of Saudi Arabia’s intentions in funding this army. Despite being “pro-Western”, Saudi Arabia and many other Middle-Eastern monarchies are fundamentally opposed to the ideas of political Islam, as highlighted by support for the Egyptian Military Coup and it’s “interim government”. It must be made crystal clear in the rebel army’s enabling legislation that the army exists to uphold the will of all Syrian people, is accountable to the Syrian people and it’s future democratic government, and is committed to a pluralistic democratic Syria and international human rights norms. Any Islamist in favor of these goals is free to join the national Syrian rebel army, provided they renounce ties and allegiances to other groups–a precondition for joining any effective and unified army.  

The last thing we need is another military backed authoritarian regime posing as democracy. These “democracies” ultimately undermine the ability for effective democracy to take root, by reinforcing the misconception that democracy and political Islam are irreconcilable.  

It would be tactically advantageous to have this rebel army armed and ready to capitalize after any U.S. led military strikes should such strikes ever occur. It seems like the timing is not right for these two military strategies to synergize, unless this army has been in the works for some time now under-wraps and is almost ready to be rolled out (which is unlikely). It makes sense now for Obama to wait at least a week before taking any action, in order to rally international support for military strikes at the upcoming G-20 talks in Moscow.

Economic Outlook: Quantitative Easing, Monetary Policy Coordination, and the IMF

I was going to write a  conflict watch about the chemical gas attack in Syria, but as different actors are aligning with their interest and using mostly circumstantial evidence (Russia / Assad Regime: rebels did it, why would we launch chem weapons while U.N inspectors here?; Opposition / Western governments: Assad did it, emboldened by lack of international intervention after previous chem attacks, Assad subsequently shelled area so time would pass, now UN inspectors cannot get reliable results), I will refrain from speculating on these troubling events until more information emerges.

Continuing the narrative that has come to the forefront since G-20 finance talks in Moscow and the focus surrounding extra-territorial consequences of loose monetary policy at the Fed’s annual Jackson Hole meeting, policy coordination between central banks and new policy responses by IMF are needed to ensure as smooth as possible a transition from Q.E. to Fed monetary policy tightening (exactly when this will occur is uncertain, I am of the mind that it will be later rather than sooner).

Central banks should coordinate to avoid unwanted side effects as they exit from ultra-easy monetary policies that have left the world awash in cheap money, top policymakers were told on Saturday.

“The main challenge will be to manage the consequences of monetary policies, and their evolutions, on cross-border liquidity movements,” Jean-Pierre Landau concluded in a paper he presented to an audience that included top central bankers from advanced as well as emerging market economies.

The Fed’s bond buying, or so-called quantitative easing, has been at the heart of its aggressive efforts to revive U.S. economic growth after it cut interest rates to nearly zero in 2008. Interest rates in Europe and Japan are also ultra-low.

However, the purchases have spurred massive capital inflows into faster growing emerging economies, which are now suffering as investors anticipate an end to the easy money.

But he lamented that the necessary coordination on monetary policy was unlikely, and warned of the potential for the “fragmentation” of global capital markets.

Stocks and currencies plunged in India, IndonesiaBrazil and Turkey this week as investors fretted over a looming reduction in the U.S. Federal Reserve’s monthly bond purchases.

Landau acknowledged that central bankers dislike the idea of coordinating monetary policy because their job is to focus on domestic goals. But they worked well together during the 2007-2009 financial crisis, when the Fed, European Central Bank, Bank of Japan and other central banks coordinated rate cuts and currency swap lines.

As cross-border liquidity pressures build, they will find it productive to do so again, although cooperation is more likely through regulatory and financial structures aimed at preventing excessive leverage or harmful asset bubbles, he said.

In an ideal world, the cooperation would extend to monetary policy because policies in major economies such as the United States can have an international impact that amplifies their magnitude with domestic implications, Landau argued.

“The system itself is producing more accommodative monetary conditions than warranted by the situation,” he said. “In a reverse environment, when monetary policies need tightening, the effects could be symmetrical and complicate the exit from non-conventional measures.”

In addition, much could be gained through an international “lender of last resort,” which would remove the motive for some nations to maintain massive foreign exchange reserves, he added.

“All countries have a common interest in finding ways to disconnect reserve accumulation from exchange-rate management,” Landau said. “The need for national reserves could be reduced if credible mechanisms exist to provide for the supply of official liquidity on a multilateral basis.”

The stimulus campaigns of the Federal Reserve and the central banks of Europe and Japan, by depressing domestic interest rates, have helped to push trillions of dollars into developing markets in recent years.

The question of what central banks are supposed to do about it dominated the formal agenda here at the Kansas City Fed’s annual monetary policy conference.

The answers were surprisingly mellow. The rest of the world would like the Fed to explain its plans clearly, and then to travel slowly. Bankers from developing nations said they might need to impose some restrictions on the outflow of capital, but expressed little concern over the potential for serious economic disruptions.

Christine Lagarde, the managing director of the International Monetary Fund, struck the same sanguine tone in a Friday speech, declaring that “Central banks handled entry well, and we see no reason why they should not handle exit equally well.”

She added that the fund – and by extension, the major economies – accepted that some developing countries might need to impose some financial controls. “In some circumstances, capital flow management measures have been useful,” she said.

This is not the way that policymakers used to talk. The big countries and the I.M.F. spent the last few decades pushing for the liberalization of financial markets. They argued that developing nations were creating their own problems by failing to take the painful steps necessary to moderate capital inflows, notably by allowing their currencies to appreciate. And they showed no tolerance for capital controls.

The argument for global monetary policy coordination– mainly that in today’s globalized world, where unfathomable amounts of money can and do flow at the click of a mouse, that a large countries monetary policy choices have a direct impact on other countries–has already been explored in depth.One of the most important developments in monetary policy over the last generation is the conclusion that central banks can increase the power of their actions by talking about their goals, thereby shaping the expectations of investors.” Managing expectations and policy coordination are logically related and present a synergy point for global monetary policy coherence. 

Central banks historically have served a dual mandate, to manage unemployment and inflation. A 3rd (secondary) mandate has emerged since the Great Recession; to manage the extra-territorial effects of monetary policy decisions.

Two other interesting points are raised in these articles; the issue of capital controls and flexible credit lines.

Capital Controls:

International  capital investments are necessary for helping least developed countries (LDCs) escape poverty traps / expedite their development process. However, the mobility and liquidity of capital in today’s digital and globalized age make capital flows intrinsically volatile–capital controls help temper this volatility. IMF managing director Christie Lagarde has endorsed the use of capital controls in certain instances, which represents a complete 180 from the IMFs “Washington Consensus” policies of the 1980s and 90s. When money is “cheap” (as it is now), it flows to places that offer a higher rate of return (i.e. developing countries). Capital controls provide a buffer from capital flight when monetary policy tightens (which is inevitably as the global economy recovers), which can otherwise have devastating standard of living / human rights implications.

Capital flight may lead to less investment / higher “risk premium” (investors will not like the idea of not having complete control over their investment), but it is surely should be a countries own decision what investments it allows in its country and under what conditions, considering the destabilizing nature of unchecked financial inflows. If speculative money does not wish to come into a country, that may be in that countries best long term interests anyways. The failure of “Washington Consensus” policies, culminating in global financial contagion during the Great Recession, has led the international financial community (headed by the IMF) to reverse it’s previous stance on capital controls.

Flexible Credit Lines:

Jean Pierre-Landau alluded to flexible credit lines with this comment;

Flexible Credit Lines are available to countries through the IMF if they meet certain preconditions (a shift by the IMF from imposing constitutionality on loans to having countries reach certain thresholds for eligibility, but after that providing assistance without conditions that can sometimes undermine development (see “Washington Consensus”). Countries gain access to funding by the IMF at an agreed upon rate (which is fairly low). By having this IMF insurance policies, countries are able to pursue policies in their best long-term interests (for example capital controls, or fiscal investments in public goods), as opposed to the short-term interests of speculative investors.

The existence of a FCL eases concerns of financial actors. The overall experience with FCL countries (to date Mexico, Columbia, and Poland, evidence suggests that Ireland will be next) has been overwhelmingly positive. These countries have been able to borrow at a lower risk premium without ever having to access FCL money–no FCL country has ever had to draw on FCL funds. The efficacy of FCLs is only amplified against the backdrop of the European Debt Crisis.

I am a strong advocate of both FCLs and capital controls for developing countries. Both policies are fully consistent with a human rights based approach to sustainable human development. Both policies can temper the destabilizing effects of capital inflows, giving governments the capital, policy, and fiscal space needed to respond to crisis situations. It is encouraging to see high level policy makers are of the same mind when it comes to monetary policy coordination, FCLs, and capital controls.

I invite my readers to view a PPT presentation (FCL Final) I did last year on FCLs. The study shows graphically the experiences of Mexico, Columbia and Poland before, during, and after the Great Recession (these three countries all performed very well compared to comparable countries). It concludes by arguing for “scaling-up” of FCLs by offering them to more countries as a potential development tool.

Economic Outlook: Neo-Classical Economics, Perfect Competition, and the Cost(s) of Attending College

Student loan debt in America is a controversial subject. Some countries subsidize higher education, the U.S. does not. In the context of the past decades in America, marked by increasing inequality and decreasing social mobility, the issue has become even more controversial. Yong adults, often without parental support, are sold the panacea of higher education as a means to a better future. While it is true that college graduates make more and experience lower unemployment rates, simply “getting a degree” can often be counter productive. If the degree is in a field with very limited job opportunities, or due to cyclical economic factors outside individual’s control (i.e. a prolonged recession), a young adult may be saddled with student loan debt; far from enabling social mobility, an ill planned college decision can leave a person with a lifetime of debt and actually push them into a “poverty-trap”. Further exacerbating the problem, the importance of a college degree has drastically increased the demand of a college education, pushing up the average cost of attending college.

In America, public student loan debt is somewhere between $900bn and $1 trillion dollars–most economists agree that student loan debt and poor job prospects have caused young adults to put off moving out, depressing overall consumption and further prolonging the (growth) recession. Against this backdrop, the Obama administration has attempted to stymie the rapidly increasing costs of college education. Obama’s plan is essentially two fold, 1) subsidize student loan debt with fixed preferential rates, and 2) rank institutions–based on tuition, graduation and retention rates, student makeup and graduates’ earnings–and then tie federal aid to those rankings.

The Obama administration has already passed a watered down version of its proposed student loan plan. The plan will tie rates to the government borrowing rate (T-bill) plus a premium depending on the level of the degree being pursued. While a short term fix while the economy stagnates, a capped rate of 8.25% does not provide the stability or low costs of fixed subsidized rates that many were hoping for. The Obama administration kicked the can down the road; how far down the road remains to be seen and is largely independent of the merits of a college education.  Hopefully this short-term fix remains a fix for a while, and only becomes an issue again in a less contentious economic and political climate.

The second part of Obama’s plan, revealed yesterday at the University of Buffalo, proposes to publish information to make the decision process more transparent for prospective college students. Ultimately, Obama wants to tie federal aid to these rankings, creating an incentive for schools to keep costs down. If this part of the plan does not pass through congress, at least the information campaign segment of the plan is isolated from political gridlock. Opponents of the plan say that and results based plan will compromise the integrity of a degree, causing schools to make graduation easier. I find it hard to believe that a school would give up quality control over its most valuable asset–a degree–simply for student loan money.

Opponents of both of these plans contend that the government should get out of the student aid business and allow market forces to determine the price of a college education / student loan. At the root of this argument is the belief of neo-classical economics that perfect competition produces optimal outcomes for consumers, producers, and society as a whole. However, empirical evidence suggests a different outcome–rising costs of a college education without a related increase in the benefits of that education (and arguably decreasing benefits, as an undergraduate college degree becomes more commonplace and therefore less of a differential in hiring decisions). How could this be? Have people been duped into believing college is more valuable than it really is? While poor decision making by borrowers and lenders has surely exacerbated the problem of student loan debt and college tuition increases, the real culprit is in the assumptions underlying neo-classical economics and perfect competition. While no market in the real world completely fits these assumptions, the markets for college education and student loans are particularly ill matched.

Neo-Classical Assumptions:

  1.  People have rational preferences among outcomes — This could not be further from the truth. I have never met someone who is 100% rational (think Spock from Star-Trek). Some people are mostly rational, but in general people tend to be very short-sighted with consumption and investment decisions (or lack-thereof)–particularly those at the bottom of society who have little reason to be optimistic about their futures;
  2.  Individuals maximize utility and firms maximize profits — Well it is certainly true that firms (in this case schools) move to maximize their profits. However, maximizing utility is more difficult to evaluate–everyone values things differently, has different discount rates for consuming now vs. saving for later, different values work vs. leisure time, etc. This assumption cannot be refuted, but really does not tell us much because of its ambiguity (peoples preferences are different and cannot be compared);
  3.  People act independently on the basis of full and relevant information — Far from full and relevant information, often times power and knowledge asymmetries lead to very poor decision making. The second part of Obama’s plan intends to overcome this information gap.


Perfect Competition:

Perfectly competitive markets exhibit the following characteristics:

  1. There is perfect knowledge, with no information failure or time lags.  Knowledge is freely available to all participants, which means that risk-taking is minimal and the role of the entrepreneur is limited. — The role of the entrepreneur (in this case the student) is not minimal. The availability of information and guidance can make the difference between a “good decision” (for example going to a public college for a STEM degree) vs. a “bad decision” (for example going to a private party school for a poetry degree). The time-lag is particularly pronounced in education decisions, college often requires a large upfront cost based on the belief that the net benefit (higher earnings – college costs – student loan fees – opportunity cost to attend college) will be positive. Even with perfect information today (which is very difficult to obtain) due to uncertainty about future borrowing costs (argument for fixing student loan rates) / job availability / degree obsolescence (the field advances or becomes irrelevant), the decision to attend college is largely a leap of faith–a leap that is continuing to fall short for many people (which is why college costs must be reigned in, to align the costs and benefits of a college education);
  2. There are no barriers to entry into or exit out of the market. — While there are no real explicit barriers to entry, the implicit barriers to entry are huge. Colleges require huge start-up costs, and take time in order to establish “prestige”. The best colleges have an implicit oligopoly (this is not necessarily a bad thing, but it should be noted); while they may partner with public institutions / community colleges, their demand for their services are rival, demand inelastic, and constantly in short supply. Public Colleges, technical schools, community colleges, and more recently online schools or “MOOCs” have become cheaper alternatives;
  3. Firms produce homogeneous, identical, units of output that are not branded. — Related to the previous point; while alternatives to “traditional schooling” are now available, they are generally not seen as comparable to University education (Public colleges are, but community colleges / MOOCs typically are not). Part of this has to do with the stigma attached to these alternative channels of education. Guidance counselors, college advisers, unemployment trainers  and even employers should all promote these differentiated services based on the needs and desires of potential applicants. Sometimes going to a technical college / pursuing an associates degree is more beneficial and (always) costs less than going to a traditional 4 year college–sometimes these options can be “stepping stones” to more advanced degrees as the young adult matures and reevaluates his/her priorities;
  4. Each unit of input, such as units of labour, are also homogeneous. — Each “input” is not homogenous–people go to college to explore their potential and study any number of diverse fields. Neither “inputs” nor “outputs” of colleges are in any way homogenous;
  5. No single firm can influence the market price, or market conditions. The single firm is said to be a price taker, taking its price from the whole industry. — No “market price” for colleges; inelastic demand, imperfect information and a shortage of spaces allow certain colleges to essentially charge whatever tuition rate they want;
  6. There are a very large numbers of firms in the market. — True, but this has not led to true competition due to increasing demand;
  7. There is no need for government regulation, except to make markets more competitive. — Well that’s the point…
  8. There are assumed to be no externalities, that is no external costs or benefits. — Certainly not true; there are undeniable positive externalities of college education for both individuals and society as a whole.
  9. Firms can only make normal profits in the long run, but they can make abnormal profits in the short run. — There is no end in sight to the rising cost of schooling without government intervention.

Empirical evidence and a baseline analysis of neo-liberal economics refutes the idea that the costs of college should be left for the markets to decide. One would hope our elected officials would be more educated on the subject, and could offer an alternative other than unfettered belief in the power of markets to produce optimal outcomes. Obama’s proposals seem to hit at the root causes of rising college costs; lets hope his plans are implemented. Even if they are not fully implemented, the short-term student loan rate fix and upcoming information campaign should provide temporary relief and begin reversing the trend of rising college costs.

Please do not get me wrong, I am a strong proponent of higher education. But it is no panacea and it can actually be counter productive if not addressed within a C-B framework. It is the job of the government to keep costs down (as self-regulation of college tuition simply does not exist), and subsidize college education (both loans and tuition) to reward the positive externalities of higher education. It is the job of people, aided by advisers, parents, and in the near future government collected data, to consider the benefits and costs of college, and make appropriate decisions for themselves. Underlying this C-B analysis should be fixed loan rates, otherwise a robust analysis is impossible.

Transparency Report: Notification, You Have 5 Billion New FB Friends; The Human Right To Internet Access

At the beginning of my internship at the UNDP, I was lucky enough to get the chance to volunteer at and then attend the ECOSOC Partnerships forum. I was assigned to write a few blogs for the event, among a number of other blogs I have written about events at  the UN which for some reason I have never shared on NN. Perhaps someday I will release the rest of the “lost UNDP blogs”, but that day is not today. Here are notes from the event Policy Dialogue: “The Changing Face of Technology and Innovation” (full blog):

The second policy dialogue at the ECOSOC youth forum focused on how technological innovations in recent years have helped bridge the “digital-divide” between developed and developing countries. While the gap has not been fully closed, partnerships between the private sector, governments, non-governmental organizations and civil society groups have helped identify challenges and opportunities in the developing world. By creating differentiated products at lower costs, private companies can gain access to new markets while simultaneously empowering the people in those markets.

Internet access is considered one of the great technological advances of our time. Internet access empowers people; the possibilities are constantly evolving and literally endless. It is an essential component of “E-Governance”, which includes the dissemination of information and a more inclusive and democratic government agenda-setting process. With a greater push for accountability and inclusiveness mechanisms in the Post-2015 Development Agenda, internet access, bolstered by innovations in mobile technology, has become an increasingly important tool for achieving sustainable human development.

But not enough has been done to make internet access affordable for a large portion of the world’s population. According to Mr. Tuli, 3 billion people have mobile phones but no internet access. This is not because of a lack of electricity or communication networks (as evidenced by the fact that they do have cell phones), but because they are priced out of the market. Mr. Tuli went on to call basic internet access a “human right”, to resounding applause from the hundreds of participants in the ECOSOC chamber.

While mobile technology was originally thought of as an educational tool, it has since evolved beyond that (although mobile education is still a proposed root for overcoming education deficits in Least Developed Countries (LDCs)). E-Governance can help disseminate information and promote inclusive governance, creating an enabling environment for sustainable human development. Healthcare providers can connect to information and expert advice in ways that can save lives. E-Finance can help provide capital in a much cheaper and convenient way to previously isolated groups, unlocking the entrepreneurial spirit in the developing world (and making such endeavors potentially much more profitable). Even people who are off traditional power grids (the least developed places in the world without basic infrastructure), mobile renewable energy generators and wireless internet capabilities can help bring ICTs virtually anywhere in the world.

Mobile technology penetration can be very rapid. Competition between private sector actors can drive prices down to affordable levels, and in some cases subsidies can help. Mr. Ogutu told the story of mobile phone penetration in Kenya; 5 years ago there were 20,000 users, today there are over 30 million users. This was made possible by M-Kopa, a company that utilized E-finance to provide pay-as-you-go mobile solar powered electricity to poor people who are not on a conventional power grid. Financing—secured through PPPs—allowed the founders of M-Kopa turn their vision into reality.

The narrative on bringing internet access to the least developed areas of the world continues a few months later. Not surprisingly, behind the initiative is a large-scale public-private partnership, with publicity magnet Facebook at its core (original article):

Mark Zuckerberg, chief executive of Facebook, announced the launch of Internet.org Wednesday, a project aimed at bringing Internet access to the 5 billion people around the world who can’t afford it. The project is the latest initiative led by global-communications giants to combat market saturation in the developed world by introducing the Internet to remote and underprivileged communities.

“The goal of Internet.org is to make Internet access available to the two-thirds of the world who are not yet connected and to bring the same opportunities to everyone that the connected third of the world has today,” Zuckerberg said.

“There are huge barriers in developing countries to connecting and joining the knowledge economy,” he added. “Internet.org brings together a global partnership that will work to overcome these challenges.”

The project will develop lower-cost, higher-quality smartphones and deploy Internet access in underserved communities, while reducing the amount of data required to surf the Web. Other founding partners include Samsung, Qualcomm, Ericsson, MediaTek, Nokia and Opera.

Facebook and other tech giants, of course, have a significant financial stake in expanding in the developing world. With tech companies reaching market saturation in the United States, countries in Latin America and Africa, for example, offer a big opportunity to attract a steady stream of new users, whose data can be mined by advertisers.

Connecting more people globally has important implications for how people organize their lives, said Patrick Meier, co-founder of the Harvard Humanitarian Initiative’s program on Crisis Mapping and Early Warning. Social media has become a lifeline to people affected by earthquakes, floods and conflicts in the developing world, he added.

In places where the state is limited, Meier added, the Internet becomes a way to make up for services the government fails to provide. “When the state is not there, when you talk about limited statehood, you get a void,” he said.

In addition to acting as a substitute for the state in the context of “bad governance” / conflict / crisis environments, mobile technology should be a tool utilized by the state to promote inclusive and indiscriminate human rights based governance for sustainable human development. ICT connects people, enabling social accountability (people claiming their rights) by overcoming collective action problems. There are also myriad standard of living benefits associated with bringing ICT in the developing world–micro-financing, healthcare, education, media, etc. (OK maybe I am a little biased, I want those 5 billion readers too 😛 ).

Furthermore, by utilizing open-source technology and the collective will and creativity of 5 billion people facing similar problems, innovations in one part of the developing world can be adapted to the local needs of other developing regions. This would further expedite the global development process–open-source technology should be a core feature of the global internet connectivity push.

The possibilities are literally endless, as the utility and functions of the internet continue to evolve at ever faster rates. It should also be noted that new technological capabilities in LDCs will necessitate new policies, laws and oversight mechanisms to ensure gains are shared fairly. However, since these technologies are only new to certain regions, digital accountability mechanisms already exist for these regions to build on.   

I cannot stress enough how important bringing mobile ICTs to least developed countries is for sustainable human development, nor can I know how the technology will evolve in the future. Providing access to mobile information and communications technology empowers people, creating an enabling environment for a multitude of interrelated development objectives. These positive forces will naturally synergize, empowering people to challenge power-imbalances and hold powerful groups accountable for their human rights obligations.

ICTs are a natural fit for a large scale public-private-partnership (PPP). Companies can provide most of the start-up capital and technical know-how. Governments can create an education campaign about the benefits of ICTs and how to use them, while also guaranteeing companies market access and security of any capital / infrastructure installations (extremist groups will not like this idea as closing government service gaps will restrict their ability to buy goodwill and recruit new members). As ICTs help sustain the development process, new markets will emerge for communications companies to sell their products and services. This means more profits for companies, more tax revenue for governments, and a higher standard of living for people in LDCs. Not to suggest vested interests will not try to play spoiler (my regular readers by now know this is not the case), but overall a this is a win-win-win partnership.

Due to the indisputable importance of ICTs for sustainable human development, internet access should become an internationally recognized human right. Human rights obligations are primarily the responsibility of the state; in this case however, it seems that states have a willing and capable partner in the private sector. I will continue to keep the NN community up-to-date on this potentially-world-changing initiative.

Bizarro Egypt

Egypt has actually turned into Bizarro World–the country is literally upside down. I swear you can’t write this stuff, or maybe you can… either way, I can’t. But I can analyze whats going on with some clarity and insight:

  • The first democratically elected President in Egyptian history is in jail for crimes against the regime of popularly toppled autocrat Hosni Mubarak.
  • At the same time, it appears said toppled autocrat is said to soon be released from jail (cases are heard by a judiciary that is largely still intact from Mubarak’s days in power)
  • The Egyptian government has shut down all national media outlets sympathetic to the Muslim Brotherhood, while stepping up anti-Brotherhood rhetoric and propoganda.
  • At the same time, General Sisi lashed out at foreign media outlets for not evenly portraying both sides of the story; essentially for not recognizing the Brotherhood as a terrorist organization. Does Sisi actually thinks he can control what independent international media outlets report?
  • Sisi also insists he has a “mandate from the people” to provide security from “terrorists”. No mandate can give the authority to kill innocent people with impunity. Democracy is about indiscriminately upholding and protecting the rights of everyone, not only certain groups.
  • Far from trying to justify the killings, and offer any sort of olive branch or iota of accountability, the Egyptian government has commended itself for using “a huge amount of self-restraint and self-control.” Who exactly are they trying to convince, the international community, Egyptian civil society, or themselves?
  • The United States decides not to suspend aid to the Egyptian military, despite the insurmountable evidence that what has transpired in Egypt since July 3rd was a coup. The official U.S. ruling on whether or not the Morsi ouster was a coup: “it is not in our national interest to make such a determination.” Way to really lead by example there America!
  • It now appears that the U.S. and the E.U. are finally going to review their ties with the current Egyptian government–a little bit late but still good news. The first official move against the Egyptian government, the U.S cancelled joint military exercises–also a good move.
  • The next move makes no sense; the U.S. plans to pull the plug on $250 million in government aid, while leaving $1.3 billion in military aid in tact. In other words, aid that could give the U.S. some leverage in the Egyptian political arena, or for economic development projects that would benefit all Egyptians, is being cut. At the same time, we will continue to supply the Egyptian military with hundreds of millions of dollars in firepower, because you know killing all those “terrorists” won’t be easy…

Egypt and the Middle East in general are at a crossroads. Both the U.S. and the E.U. are currently reviewing their relationship with the Egyptian government, so it is likely we will have a clearer picture of their respective stances soon. Should Egypt deteriorate into civil war, it will be interesting to see if there is another U.N.S.C. showdown between “Western Powers” and China and Russia along the lines of the current Syria impasse.

I have read articles saying this is not the time for Democracy in Egypt or the Middle-East, that we should set our sights lower and hope for stable governments. While these articles make goods points and tend to be well written, I refuse the believe this is true. I am of the belief that the majority of all parties and factions in Egypt want the same thing; security, health, family, an opportunity to realize their full potential and a better future for their children. 

Not to get to abstract or philosophical, but the future is yet unwritten; if we set our sights low, then we will never know if we could have done better. Much of the groundwork for realizing the normative goals of the Arab Spring is still as ripe as it will be for some time. Old autocracies have been broken (although the inability for democracy to fill the power void has created opportunities for a return to autocratic rule that vested interests–who tend to be opportunistic by nature–will fight for tooth and nail, bullet and rocket). People have never been as empowered as they are today, thanks to innovations in ICT, social media, and the unprecedented recognition of human rights as the key to sustainable human development by the international community.

The international community can no longer turn a blind eye or claim ignorance, not in 2013. The world is getting smaller, and global action or inaction affects all of us, whether we want to admit it or not. By turning a blind eye to Sisi’s gross human rights violations and abandoning the goal of pluralistic democracy in the ME, we would essentially be putting a band-aid on a festering infected gash. Surely the international community can help the Egyptian people come up with a better and more sustainable solution than that.

We cannot let determined spoilers derail this goal, or “put it off for a few decades”; this is not an acceptable solution and will lead only to another round of autocracies in the Middle-East. This would only serve to further cement the ideas that only autocracies can survive in the ME / democracy cannot exist in the ME, that Political Islam and democracy are irreconcilable, and that Jihad is the way for young Muslims).

The goals of the Arab spring have not been fully met–anybody who thought establishing effective democracies in the ME could be achieved quickly, linearly, or peacefully was fooling themselves. But we cannot abandon those goals; if we do because the global champions of human rights / democracy think they cannot afford to help, or that the time is not right due to regional security concerns, the opportunity may not arise again for decades.

On a personal note, as a progressive Jew from NY, I never would have thought that I would be sympathetic to the Muslim Brotherhood…a coup, a series of massacres, and gross human rights violations make for strange bed-fellows no?

Green News: Army Program to Test Waste-to-Fuel Viability

Continuing the narrative on the potential of turning waste-to-energy, an Army program will offer a natural experiment of the economic viability of the concept (original article).

THERE is an indisputable elegance to the idea of transforming garbage into fuel, of turning icky, smelly detritus into something valuable.

But big drawbacks have prevented the wholesale adoption of trash-to-gas technology in the United States: incineration is polluting, and the capital costs of new plants are enormous. Gasification systems can expend a tremendous amount of energy to produce a tiny amount of electricity. Up to this point, it hasn’t seemed worth the trouble.

Mike Hart thinks that he has solved those problems. In a former Air Force hangar outside Sacramento, his company, Sierra Energy, has spent the last several years testing a waste-to-energy system called the FastOx Pathfinder. The centerpiece, a waste gasifier that’s about the size of a shower stall, is essentially a modified blast furnace. A chemical reaction inside the gasifier heats any kind of trash — whether banana peels, used syringes, old iPods, even raw sewage — to extreme temperatures without combustion. The output includes hydrogen and synthetic natural gas that can be burned to generate electricity or made into ethanol or diesel fuel. The FastOx is now being prepared for delivery to Sierra Energy’s first customer: the United States Army.

Ethanol has long been promoted as an alternative fuel that increases energy independence, and federal law requires the use of greater amounts of it. But most ethanol in this country is produced from corn or soybeans, and many people worry that the mandate is pushing up food prices. Ethanol produced from trash — or agricultural waste, as others are trying — would allay such concerns.

The military is looking for ways to reduce its oil consumption, and to make it easier to supply the front lines with the fuel it uses in all its vehicles and generators. “These days, the supply lines are in the battlefield,” said Sharon E. Burke, the assistant secretary of defense for operational efficiency plans and programs. “And we consume a lot of fuel, which makes us a big target.

The FastOx gasifier is the brainchild of two former engineers at Kaiser Steel, patented by the grandson of one of them and commercialized by Mr. Hart. “It’s a modular system that can be dropped into any area,” Mr. Hart said, “using waste where it’s produced to make electricity where it’s used.” Once it’s off the ground, he said, “garbage will be a commodity.”  

Gasification is more efficient than incineration and eliminates toxic byproducts that come from burning trash. But it was especially appealing from a business point of view because it relied on a proven technology and used materials in wide abundance: blast furnaces being abandoned as the American steel industry was collapsing.

“What was compelling from the start,” Mr. Soderquist said, “was repurposing existing infrastructure into a generator of clean energy, with a second revenue stream from people paying you to take their waste.”

Results at the Defense Department’s testing facility near Sacramento have been promising; after about four hours, one ton of waste creates enough gas to produce 1,580 kilowatt-hours of electricity, which would power an average home in the United States for about a month and a half — at one-third the emissions of coal — and 42 gallons of renewably sourced fuel. And that’s with a 12-ton-a-day gasifier; existing blast furnaces can handle as much as 2,000 tons a day.

“California produces 30 million tons of garbage a year,” Mr. Hart said. “If it decided to turn its waste into clean fuels, at that rate it could meet all its oil consumption needs and still export more fuel than some OPEC members.” That is, if the FastOx can do what no other waste-to-energy gasification technology has done before: take any kind of trash, in any succession, without additional separation or preparation.

Any waste-to-energy plan, however, must overcome a major hurdle: the wild inconsistency of the waste stream. “Until you’ve demonstrated that you can handle it all, nobody’s interested,” Mr. Hart said. “I can understand it; they’ve heard similar promises before. We’ve got 150 cities, communities and businesses lined up to be Serial No. 2. Nobody wants to be No. 1.”

NOBODY, that is, except the Pentagon. The Defense Department is the country’s largest single consumer of energy, spending $15 billion a year just on fuel.

The appeal of Mr. Hart’s Pathfinder system is that it would produce fuel on site, eliminating the need to truck in fuel to dangerous military outposts. It would also reduce the need for trash-burning on bases, which creates pollution and noxious odors that have contributed to locals’ distaste for the American presence in Iraq and Afghanistan.  As a result, United States forces in Afghanistan are working to close burn pits.

Ms. Burke added, “Something for military operations has to be really rugged, deployable, simple to use — all of those things.” Consultants and municipal sanitation officials who’ve looked at the FastOx say it meets those criteria.

“Waste is a problem,” Ms. Burke said. “So if we could dispose of waste and create energy at the same time, that would be a silver bullet.”

Whats not to love about this story? An idea for turning trash-to-fuel, a seemingly futuristic and complex concept, with its origins in a 1980s steel plant. The process does not require complex new technology, but instead relies on modified blast furnaces, which are abundant due to the decline of the U.S. steel industry. Utilizing recycled capital and infrastructure only makes waste-to-fuel more appealing from a sustainability and affordability point of view. 

The idea was scoffed at, evolved through trial and error and by chance, and today has become the first trash-to-fuel concept to be adopted by the U.S. D.o.D. With minimal government aid (the article cites $8 million dollars from the federal and state government), and a little bit of American ingenuity and determination, garbage may someday be worth its weight in gold (not literally, but as the article says it will be a commodity, not a liability).

A little more research into the D.o.D energy consumption further emphasized the importance of “greening-up” D.o.D operations:

DoD analyses over the last decade have cited the military’s fossil fuel dependence as a strategic risk and identified renewable energy and energy efficiency investments as key mitigation measures.

As the largest energy consumer in the United States, the federal government plays an important role in the country’s energy system. In recent years, a number of factors have led it to reduce fossil fuel dependence through investment in renewable energy and energy efficiency, including supply risks, high and volatile prices, and environmental impacts. In fiscal year 2010, DoD spent $4 billion on installation energy and $11 billion on operational energy. The full cost of fuel can be as high as $400 per gallon by the time it is delivered to a remote Forward Operating Base.

Recent U.S. Military operations in the Middle East have been too closely associated with U.S. energy interests. It is hypocritical to cite foreign energy dependence as a national security threat and not do everything in your power to reduce your own organization’s reliance on those very same energy sources.

I often write about the sustainability of U.S. military endeavors from an opportunity cost (programs we can’t afford as a nation because of high military spending) and human loss perspective. This form sustainability is about knowing when to use military intervention and when to pursue other means of foreign policy, within the D.I.M.E. paradigm. However, sometimes military intervention is necessary; another manifestation of military sustainability is ensuring that day-to-day operations and necessary military interventions are carried out in the most environmentally sustainable way as possible.

Furthermore, according to the NYT article, less reliance on fossil fuels would reduce the number of military deaths; “about half of United States casualties in Iraq and Afghanistan between 2003 and 2007 were of servicemen and servicewomen moving and protecting fuel convoys, according to an Army report.”

As a nation we spend a lot on military programs–far more than any other country. We also consume a lot of energy; these two characteristics of America are not completely independent of one another. Both of these forms of sustainability are about making sure every dollar that goes to the D.o.D. is truly needed an fully utilized, as it is one dollar that cannot go to a school, hospital, infrastructure project, or any other public good / program (not to mention both reforms would directly save lives). There are arguments for and against reducing military spending, which I will not get into here. It is, however, indisputable that the D.o.D. and the D.o.S. should work together in order to operate in the most strategic and environmentally sustainable way possible.

Waste-to-energy is a promising concept that could eventually transform how the military and municipalities deal with waste–I’ll be sure to keep my readers up-to-date about this exciting experiment.

Economic Outlook: In a Well Timed Shift, Mexican President Embraces FDI in Energy Sector

President Enrique Peña Nieto of Mexico on Monday, pushing one of the most sweeping economic overhauls here in the past two decades, proposed opening his country’s historically closed energy industry to foreign investment.

Mr. Pena Nieto’s goal, like those of presidents before him, is to recharge Mexico’s economy by tackling areas that analysts agree hinder its expansion, which has averaged just 2.2 percent a year since 2001, according to the Organization for Economic Cooperation and Development.

Perhaps the worst of those is the creaky energy sector. Demand for energy in the country is growing so fast that Mexico could turn from an energy exporter to an energy importer by 2020, the government says.

Already, Mexico must import almost half its gasoline, mostly from the United States. Mexican companies pay 25 percent more for electricity than competitors in other countries, the government says. Although Mexico has some of the world’s largest reserves of shale gas, it imports one-third of its natural gas.

“With the reform that we are presenting, we will make the energy sector one of the most powerful engines in the economy,” Mr. Peña Nieto said at a ceremony to present the plan on Monday.

Mexico’s left-wing parties have been adamant that the Constitution’s 75-year-old prohibition on private investment should remain ironclad. From the right, the National Action Party, or PAN, proposed energy reform last month that would go even further than Mr. Peña Nieto to invite in private investment.

Public opinion is also suspicious about opening up the industry. A survey last year by CIDE, a Mexico City university, found that 65 percent of the public opposed private investment in Pemex, the state-owned oil monopoly.

The proposal would allow private companies to negotiate profit-sharing contracts with the government to drill for oil and gas. Under such a scheme, the reserves would continue to belong to the Mexican state, but investors would get a share of the profits. Private investment would be allowed in refining, oil pipelines, and petrochemical production.

Since the 1994 North American Free Trade Agreement exempted energy from Mexico’s broad economic opening, presidents have attempted to loosen the prohibitions that give Pemex sole control over all oil and gas exploration and production. No joint ventures are allowed. Those past proposals have often withered in Congress.

But this time, the precipitous decline of Mexico’s energy industry may work in Mr. Peña Nieto’s favor.

Pemex, which was long an important source of crude imports into the United States, is spending more to pump less. As Mexico’s giant Cantarell oil field in the shallow waters of the Gulf of Mexico has declined, production has dropped 25 percent from the peak in 2004, to just over 2.5 million barrels of oil a day.

At the same time, the amount the government budgets for Pemex to invest has steadily climbed to $26 billion this year. To increase production and reserves, Pemex needs to drill in the deep waters of the Gulf of Mexico and in onshore deposits of shale oil and gas. But the company has neither the capital nor the expertise to increase production significantly, analysts say.

There are a number of reasons why now is the proper time for Mexico to open up its energy industry to FDI. Mainly;

1) Economic: Loose monetary policy is conducive to FDI. Investors can borrow at historically low rates, while energy is a relatively safe investment (if anything energy prices will only go up as the global economy strengthens). Even if Mexico puts strict regulations and high taxes on foreign operations (which it certainly should, more about this later), the opportunities for a relatively low risk-high reward investment exist. These factors will attract many potential investors, allowing Mexico to drive a harder bargain and secure the best deal for the Mexican people.

2) Political: Political instability and armed conflict in the Middle-East and Northern Africa make Mexico’s main competition for FDI much less attractive. Venezuela and Russia ramped up anti-Western rhetoric in recent months; the trust needed for large-scale investments may be compromised. Look at the updated 2013 Political Risk Map;  Mexico is arguably the most politically stable major oil producing country, both in terms of internal stability and in a regional context. When considering investing in extractive industries–with high start-up costs and very asset-specific capital investments–peace, stability, and trust are very important components of any deal. These factors are often more important than traditional “race to the bottom” incentives.

The Mexican people are right to be wary of private investment in their natural resources. Natural resource rents can be a powerful tool for human development, if they are used the right way. However, globalization in extractive industries in the past decades has been marked with human rights violations, corruption, exploitation, and violence. This so called “natural resource curse” is not inevitable, but without proper oversight and accountability, “bad” governments will always be willing to cut lucrative deals from themselves and private corporations, at the expense of society as a whole. 

I do not see this as an issue in Mexico for a few reasons. Primarily, the linkages between governance, extractive industries, corruption, and sustainable human development are now well understood by the international community. Mexico, by waiting to liberalize it’s energy sector, has the benefit of adopting best practices / avoiding worst practices from past ventures. There is also a strong belief in Mexico that the oil belongs to the people. Political opposition, once the energy sector is liberalized, will manifest itself as “watch-dog” organizations and other social accountability mechanisms. Social accountability (aided by social media and ICT), relatively good governance at the global and national level, alongside the comparative advantages addressed earlier, suggest that Mexico will have a very positive experience liberalizing its energy sector (assuming the political will to develop exists).

If Mexico’s natural resources stay underground, they cannot be utilized for development purposes. The article cites a lack of capital and expertise holding back the Mexican energy sector–FDI addresses both of these impediments.  A new trend Mexico may want to utilize is having private investors pay for development projects–such as schools, hospitals, or other human capital enhancing institutions–as a way of signalling the investors desire for a mutually beneficial and long term relationship. Furthermore, because of high taxes, private companies will make it a point to run operations as efficiently as possible, maximizing both their share and Mexico’s share of profits. A quadruple layer of private, governmental, international and social accountability will exist, diminishing opportunities for  embezzlement and corruption by state or private interests.

The time is right for Mexico to liberalize it’s energy sector from a policymaker and investors point of view. However, this does not necessarily mean that the Mexican lay-man will agree with this assessment. The Mexican people’s distrust of FDI in extractive industries is understandable; it is the Mexican governments job to educate the public, assuring them that policies and safeguards will be put in place to ensure that liberalizing the energy sector benefits society as a whole, not just vested interests.

“It is fine to appeal to rationality, but when it is about these issues, it’s indispensable to touch the audience’s heart,” wrote an analyst, María Amparo Casar, in the Excelsior newspaper last week.

In a democracy, big policy changes generally require popular support. The rational political economy argument for liberalizing Mexico’s energy sector is strong. The remaining road block is convincing the Mexican people that such liberalization is in their best interests.

Last night I stayed up until 2:30 am to watch the UNDP Oslo Group / FAFO conversation on Egypt’s immediate future. Silly me, as I could have just streamed it today.

Today I will focus primarily on major events since the Mubarak ouster (credit to the NYT), and insights from the conversation last night. It is also helpful to brush up on some of the basic historic power-dynamics of Egypt’s current major political players.

Egypt’s military rulers move to consolidate power on the eve of the presidential runoff election between Mohamed Morsi of the Muslim Brotherhood and Ahmed Shafik, a former prime minister to Mr. Mubarak. They shut down the Islamist-led Parliament, predicated on acourt ruling a day before, and seize the sole right to issue laws even after a new head of state takes office. Their charter gives them control of all laws and the national budget, immunity from any oversight and the power to veto a declaration of war.

The military counsel also issues an interim constitution, all but eliminating the president’s authority in an apparent effort to guard against a victory by the Muslim Brotherhood.

Egypt Struggles to Revive Ailing Economy

A fuel shortage has helped send food prices soaring. Electricity is blacking out even before the summer. And Egypt is struggling to pay the billions of dollars it owes foreign oil companies.

For months, the government has been negotiating a $4.8 billion loan on fairly easy terms from the International Monetary Fund. The thinking is that if the I.M.F. approved a loan, it could give the government the credibility it needs to unlock billions more dollars in aid and loans. But if a deal is reached, it will probably mean reducing subsidies for energy — a step many fear will incite the public.

In April, Egypt presses to increase the loan size, but discussions are pending and won’t start again until October.

In an announcement read on state television, Gen. Abdul-Fattah el-Sisi, the Egyptian defense minister, ousts Mr. Morsi, the nation’s first freely elected president, suspending the Constitution, installing an interim government and insisting it was responding to the millions of Egyptians who had opposed the Islamist agenda of Mr. Morsi and his allies in the Muslim Brotherhood.

The military intervention, which Mr. Morsi rejects, raises questions about whether the 2011 revolution will fulfill its promise to build a new democracy at the heart of the Arab world.

Since my most recent post about the crisis in Egypt, things have taken a decidedly ominous turn. Here’s an excerpt from my post two weeks ago:

Is Egypt spiraling into or out of control? I suppose the answer you receive to that question would depend on who you ask. Ask a Morsi opponent, and he will tell you that the Morsi regime was little more than an illegitimate power-grab. Ask a Morsi supporter and they will tell you Morsi’s failures were due to the “deep state” (military, police, judiciary) and a refusal of his opponents to embrace the democratic process, undermining his rule.

So instead lets look at the indisputable facts. Sectarian divides are stronger now than they were when Mubarak fell–did the coup avert a civil war, or lay the foundation for civil conflict? Human rights are not being upheld in an indiscriminate way, as anybody that supports Morsi may be silenced with impunity by the military (either by having media outlets shut down / being arrested / or killed). A larger budget deficit is all but certain for Egypt’s next democratically elected government.

In Egypt, as long as the army has a popular mandate (or what it deems a popular mandate), it can act with impunity. Human rights violations, unsustainable fiscal policy and government deficits, media censorship, and lack of accountability from the military are week pillars to build democracy on.

Having said all this, there does seem to be a legitimacy with the new Egyptian coalition government; it has said all the right things and seems to back the will of Egypt’s pluralistic civil society. But actions speak louder than words, and the actions of Egypt’s military and interim government–combined with The Muslim Brotherhoods determination to play spoiler in Egypt’s second attempt at democratization–does not bode well for the implementation of Egypts “road-map to democracy”.

Even I, who was pessimistic about the implications of the coup for political Islam and democracy since the beginning, did not foresee the military misplaying it’s hand as catastrophically as it has. And again, as always, time has answered many questions that a few weeks ago were a mystery.

The Military has shown it’s true colors. Mass killings, media censorship, and a further grip on power have defined the so called “road-map to democracy”. The interim government was formed without a single MB member, while military loyalists assumed many top positions. VP Mohamed ElBaradei, a former UN negotiator, Nobel Prize winner, and bastion of legitimacy for the interim governments, resigned from his position in dissent of the army’s actions. Experts expect further resignations in the coming days and weeks. 19 / 27 provincial governors appointed were ex-military (for comparison sake, 11/27 appointed under Morsi were from the MB).  The police have come back essentially as another arm of the military. The state media has become an anti-Morsi propaganda engine, (even more-so than it was during Morsi’s rule)

The fact of the matter is that, regardless of how much of a power grab the MB made during Morsi’s brief time in Presidency, it pails in comparison to the power grab the military has staged for the last half a century. The military cemented it’s rule prior to Morsi’s election, via confirmation from a Mubarak era judge, fueling speculation that the “deep state” never truly gave up power. For all we know, Mubarak is living in the lap of luxury; his resignation a calculated move to win popular support for the military in order to further sustain it’s nontransparent, undemocratic rule. OK, maybe I am getting a little ahead of myself, but at this point no revelation would surprise me.

The Egyptian army is concerned only with self preservation–everybody else is dispensable. The military has little reason to care for the people; as long as it can continue to finance it’s operations, the productive capacity of society is a distant secondary concern. It was willing to let Morsi rule, until it seemed that the MB could become so powerful that it would be able to hold the military to account. Seizing on popular dissent, the army removed the MB “threat” as part of a “mandate of the people”. Very soon, if not already, liberal Egyptians will come to realize their revolution was hijacked not by Morsi, but by Sisi. 

Democratic gains made during the revolution have been reversed since the coup. Political and civil rights and freedoms, including rights of self-expression and assembly, no longer exist. Media liberalization has been reversed. The economy continues to collapse, while the military only exacerbates the problem by borrowing more, creating more debt and larger future cutbacks for whoever ends up ruling Egypt. The sectarian divide is deeper than ever, putting Egypt on the verge of civil war. It is interesting to note the rule the Salifi movement  has played in Egypt’s ongoing political chaos. A historically conservative group, it has emerged as an even handed, pluralistic, pragmatic, and centrist force in Egyptian politics. Of course it remains to be seen how the movement reacts to the most recent massacre of the MB. Consolidation of Islamic forces between the MB and Al Nour would make Civil War that much more likely.   

Egypt is bleeding, literally and figuratively. The ghosts of authoritarian regimes past have reared their ugly heads–Sisi yesterday imposed a month-long “state of emergency”, further exonerating his forces from any wrongdoing. Just like in the past, the MB is being excluded from politics and driven to the margins of society, where their human rights can be violated with impunity. The ghosts of the present are the people currently being massacred in an attempt to “restore order” to Egypt. The ghosts of the future may be casualties from a future Egyptian Civil War, or perhaps they will be ghosts of westerners, as the jihad movement seizes on the coup as a way to recruit disenfranchised young Muslims.

I can no longer find any reason to be optimistic about Egypt’s democratic transition. It seems that the army did not fully think the coup through by underestimating the resolve of the MB; after 3 separate massacres totaling close to 700 MB deaths, a prolonged civil conflict–if not an all out civil war–seems almost unavoidable at this point. Far from a “road map to democracy”, it seems Egypt’s military is steering the country down the Highway to Hell.

Two general lessons from this talk.

1) The situation is still very fluid and there impossible to predict (but it wont stop me from hypothesizing!) 

2) Both the Egyptian military and the MB are running parallel and conflicting propaganda campaigns. It is very difficult to get a straightforward account of what is going on on the ground. Every movement has conservative, moderate, and liberal components. Things are not as black and white as they appear.

I am admittedly not always impartial here, that is not what Normative Narratives is about. When I take a stance here at NN, I am speaking in the aggregate; there will always be individual examples that run counter to my arguments. I take information from the most transparent sources I know (mainly the NYT and Reuters), and combined with my education experience and knowledge of history (which is of course not all-knowing), come up with what I believe are reasonable conclusions. Sometimes I am wrong, sometimes I am right, but I will never not have an educated opinion on a matter I find important.

Green News: The Resounding Resonance of “Silent Spring”

Something a bit different today, I will be reviewing not a current event but a 10 month old article about a 50 year old book. The article chronicles the life of Rachel Carson, the author of “Silent Spring”. Here are some highlights of the article (I guess this really isn’t so different from what I usually do 🙂

SHE was a slight, soft-spoken woman who preferred walking the Maine shoreline to stalking the corridors of power. And yet Rachel Carson, the author of “Silent Spring,” played a central role in starting the environmental movement, by forcing government and business to confront the dangers of pesticides.

Carson was a scientist with a lyrical bent, who saw it as her mission to share her observations with a wider audience. In the course of her work, she also felt called upon to become a leader — and was no less powerful for being a reluctant one.

She was a classic introvert who exhibited few of the typical qualities associated with leadership, like charisma and aggressiveness. But as people like Susan Cain, author of “Quiet: The Power of Introverts in a World That Can’t Stop Talking,” have pointed out, leadership can come in less obvious forms. Carson’s life shows that individual agency, fueled by resolution and hard work, has the power to change the world…her story is a reminder that one person’s quiet leadership can make a difference.

IN early 1958, she began working intently on “Silent Spring” while serving as both a breadwinner and a caregiver. The previous year, her niece died after an illness and she adopted her 5-year-old grandnephew. Unmarried and living in Silver Spring, Md., she also cared for and financially supported her ailing mother.

For the next four years, she gave all the time and energy she could spare to researching and writing “Silent Spring.” A diligent investigator, she reached out to a network of scientists, physicians, librarians, conservationists and government officials. She found colleagues, clerks, whistle-blowers and others who had studied pesticide use and were willing to share their knowledge.

Her research, she wrote, “has taken very deep digging into the realms of physiology and biochemistry and genetics, to say nothing of chemistry. But I now feel that a lot of isolated pieces of the jigsaw puzzle have suddenly fallen into place.” I now feel that a lot of isolated pieces of the jigsaw puzzle have suddenly fallen into place,”

Health problems, including breast cancer, were a constant obstacle for Ms. Carson. In early 1961, she began radiation treatment, which sapped her strength. A staph infection, a flare-up of her ulcer and the onset of phlebitis in her legs added to her problems, leaving her too debilitated to work. At times, she despaired over “the complete and devastating wreckage” of her writing schedule and the “nearly complete loss of any creative feeling or desire.”

EARLY in 1962, Carson sent most of the manuscript to her publisher and The New Yorker. The end in sight, she took stock of her motivation for the book. As quoted in Ms. Lear’s book, she wrote to the conservationist and author Lois Crisler: “The beauty of the living world I was trying to save has always been uppermost in my mind — that, and anger at the senseless, brutish things that were being done.”

The book, combined with the New Yorker serialization, created a sensation. In summer 1962, President John F. Kennedy, citing the book, appointed a committee to study pesticide use. During the next two years, various government units called for increased oversight of and reductions of pesticides.

Small wonder that chemical makers counterattacked. A biochemist with American Cyanamid called Carson “a fanatic defender of the cult of the balance of nature.” Invoking cold-war language, the general counsel for another chemical company suggested that Carson was a front for “sinister influences” intent on restricting pesticide use in order to reduce American food supplies to the levels of the Eastern bloc.

Later that year, the Environmental Protection Agency began operations; in 1972, DDT was banned from use in the United States. The Clean Water Act was passed in 1972 and the Endangered Species Act in 1973. Looking back at such events, scientists like Paul Ehrlich and E. O. Wilson have credited “Silent Spring” with a pivotal role in starting the modern environmental movement.

RACHEL CARSON’S story offers many leadership lessons, including the importance of persistence in pursuing an objective. When I discuss her with business executives, many are struck by her ability to stay focused on goals in the face of obstacles including severe illness.

Another lesson involves the importance of doing thorough research and taking the long view. A sense of context based on hard facts, along with a knowledge of history, is essential to understanding what’s at stake in difficult and uncertain situations. It also confers a sense of authority on the person who has acquired this knowledge.

A third insight concerns the juggling of personal demands and professional ambitions. Carson understood the challenge — and satisfaction — of dealing with our obligations to others even as we follow our professional drive. And she saw that this can rarely be navigated smoothly. For her, and for many executives with whom I have worked, times of great productivity were followed by fallow periods when ambitions had to be put aside for personal reasons.

There continues to be debate about the use of DDT and its relation to Carson’s conclusions. Regardless, her story underscores the power of calling others to thoughtful action. At a time when Americans’ confidence in their business and government leaders is low, her journey offers a forceful example of one person’s ability to incite positive change.

Such an inspirational article, I could not help sharing it with my audience. Even though it is a bit old, its messages are timeless, and truly resonate with me on a personal level.

First and foremost, I am inspired by Ms. Carson’s desire to share her knowledge with a wider audience. Ms. Carson saw beauty in the world, both in nature and in people. Injustices fueled her desire to get her message out there.

Second, Ms. Carson understood the importance of a multidisciplinary and long term investigative approach to solving complex problems (way before a relatively modern multidisciplinary movement in academia). She was not to proud to enlist the help of other like-minded people. No matter how talented a person may be, nobody can tackle the truly complex problems in the world by themselves. Ms. Carson’s work shows what can be accomplished when people work together.

Third, and arguably most remarkably, is how Ms. Carson remained focused in the face of her illnesses.  Ms. Carson was determined to see her work finished; she did not retreat to more selfish concerns in light of her own deteriorating health. While surely not exactly the same, as someone who has dealt with debilitating depression, Ms. Carson’s perseverance and selflessness is truly inspirational.

Furthermore, Ms. Carson never backed down from powerful vested interests. Despite her deteriorating health, she remained steadfast in the face of personal and professional attacks from people who stood to lose from her work. As someone who is constantly rallying against vested interests, Ms. Carson’s experience is a warning to expect resistance, and to continue to stand up for what you believe in the face of that resistance.

Last but not least is the most obvious lesson; one person’s ability to incite positive change. For those who visit my Facebook page, the Ghandi quote “You must be the change you wish to see in the world” is one Ms. Carson lived by (whether she knew it or not). In a world where people are so cynical, it is important to tell stories about how hard work and determination can lead to real change. It is also notable that Ms. Carson was not particularly outspoken; “traditional” leadership qualities are not a prerequisite for making a change in the world.

Ms. Carson’s battle was waged in the context of a much less globalized and post-materialistic world. Despite technological and ideological obstacles, gender bias and personal illness, Ms. Carson never wavered in her fight for what she believed was right. Her legacy is the world we live in today; the best way to celebrate her accomplishments is to put in the work needed to shape the world we want.
